| In recent years,with the acceleration of urbanization,industrialization process in our country,the construction of occupied and cultivated land protection contradictions increasingly prominent,has become the resource block threaten food security.Reserve cultivated land resources as an important form of supplementary cultivated land in our country,scientific and efficient development and utilization of cultivated land reserve resources,is to increase arable land area,alleviate the contradiction between human and land sustainability initiatives.And eastern yunnan agricultural land use in karst plateau faces prominent question is,on the one hand,the population continues to increase,the existing cultivated land quantity is decreasing;On the other hand,the uneven distribution of reserve cultivated land resources quantity,quality,reclamation is difficult and regional social and economic development is not balanced and so on many issues,how to make more efficient use of reserve cultivated land resources is unclear,therefore needs to be explored reserve cultivated land resources development and utilization mode.The purpose of this paper is to under the background of urbanization,study how to effectively develop agriculture in eastern yunnan plateau area of cultivated land reserve resources,for the whole of yunnan,and other similar area back-up resources development and utilization of research to provide the reference.Based on the reasonable development reserve cultivated land resources as the goal,first of all from the natural and geographical factors on the impact of reserve cultivated land resources,construction of reserve cultivated land resources development suitability evaluation index system,based on the combination of maximum variance empowerment method to calculate the weight,according to the multiple factors comprehensive evaluation method to calculate suitability score and classification,to determine the potential of reserve cultivated land resources to be developed the quantity and quality.According to the result of suitability to the administrative divisions of villages and towns evaluation unit,comprehensive consideration of economic and social factors,establish the evaluation index system of reserve cultivated land resources development timing,calculating the exploitation and utilization of temporal score,and the temporal evaluation results for clustering analysis.To determine eastern yunnan agriculture in karst plateau region of reserve cultivated land resources development and utilization of the partition,and according to the regional characteristics of reserve cultivated land resources and the reality of control Suggestions are put forward.The results of the study are as follows:(1)the eastern yunnan agriculture in karst plateau region is a typical agricultural land use area,suitability evaluation results show that with development potential for a large proportion,reserve cultivated land resources is 115063.2 hectares,accounting for 79.2%of the total area of reserve cultivated land resources,including highly suitable for development zone to the stock of reserve cultivated land resources is less,only 5999.11 hectares,accounting for 4.12%of the total area of reserve cultivated land resources.Moderate suitable development zone covers an area of 45330.02 hectares of reserve cultivated land resources,accounting for 31.31%of the total area of reserve cultivated land resources;Barely suitable development zone to the stock of reserve cultivated land resources is the largest,63734.05 hectares,accounting for 43.77%of the total area of reserve cultivated land resources.Otherwise inappropriate development zone covers an area of 30547.2 hectares of reserve cultivated land resources,accounting for 20.8%of the total area of reserve cultivated land resources.(2)on the basis of the development of reserve cultivated land resources suitability evaluation,the fusion of economic support and social acceptability,evaluate the development timing reserve cultivated land resources,according to the temporal evaluation results do clustering partition,to guide research area development order reserve cultivated land resources.The results showed that the cultivated land reserve resources development is divided into four areas:leading development zone including ZhongAn Town,rochon town,the town of red phoenix in morning;Recent development zones including,fu village,the old factory town after town,10 closure by shan,dare township,the ancient Yellow River water,jiulong town,the town of post,bamboo town,old factory township township,zhong shan,long bottom,wulong township;Medium-term development zone including the river town,the town of red ink,YingShang Town,bamboo garden town,fule town,ma street town,town board,kwai hills,choi wan town,town and township Long Qing male wall,high award;Forward development zone including large Wells township,the old foundation township,township louboutin leather.(3)for each area actual situation development control Suggestions,leading development zones play a leading role,through the implementation of cultivated land quality construction project for the short,medium and long term development period to provide reference for the development and utilization of reserve cultivated land resources;Recent development zone in the development process should pay attention to strengthen the comprehensive control of rocky desertification of karst environment comprehensive treatment and;Medium-term development zone development to development situation of reserve cultivated land resources,especially the ecological environment including aridity,degeneration or soil erosion condition for dynamic monitoring;Long-term development zone late need additional input,improve crop growth background conditions,organization and coordination,in the form of "helping each other",give the forward
