Research On The China-Asean Information Harbor Investment Economic Development Effect On Guangxi Based On CGE Model

China-ASEAN Information Harbor project investment is a one of new great investment projects of China in GuangXi,estimating total investment 35.66945 billion yuan,which will increase GuangXi's social-fixed-asset investment in 2015 by 2.17%.This project is so large and important that it will have a positive impact on GuangXi economy.Based on empirical analysis the economic impact to the China-ASEAN Information Harbor project investment,with scientific quantitative measuring the project impact on the economic development of GuangXi and analyzing project rationality and economic benefit,it can make up for the current economic impact prediction theory and insufficient in the study of quantitative estimation,can enhance the scientific nature of the project decision-making basis.This study has important practical significance.Firstly,the study bases on Computable General Eauilibrium(CGE)model,with the perspective of industry investment analysis,classifying China-ASEAN Information Harbor project investment that covering 10 big projects investments with 57 small projects to two big industry investments:Construction and Information science-education-culture-health public management by industry investment priority.Secondly,this paper draws up a correspond GuangXi social accounting matrix(SAM).In the end,the study designs 10 classes investment plans and simulates the changes of production activities,trade activities,balance of behavior change affected,and so on,which affected by the project investment of GuangXi.The empirical analysis shows that the investment of the China-ASEAN Information Harbor project has contributed to the development of the national economy of GuangXi.The development has finally resulted in GuangXi GDP growth of 2.02%when full investment.The production activities,trade activities at home and abroad,government revenue of GuangXi national economy are all being actively promoted by the investment of the China-ASEAN Information Harbor project.The research shows that:(1)This investment promotes the growth and development of the national economy of GuangXi;(2)This investment drives the production activities of the industrial sector and promotes the circulation of elements;(3)This investment expands domestic demand and promote trade activities.
