Under the social background of developing low carbon economy,offshore wind power construction projects with the guide of the clean development mechanism(CDM)are confronted with tremendous opportunities.At present,domestic and overseas scholars have done some researches on offshore wind power in some areas,but the researches about the investment decision-making are less.Current evaluation index systems of offshore wind power construction projects lacking the concern for natural environment and power transmission are imperfect.In the development process of offshore wind power construction projects,some situations,which are not conducive to the sustainable development,are emerging,such as seizing offshore wind power market blindly,not ideal investment income,the bad marine environment.Therefore,in order to improve the investment income,promote industrial layout rationalization and long-term good development,investment decision-making research on offshore wind power construction project is of great value and significance.First of all,this paper summarized decision-making researches from research fields and methods,which laid a solid foundation for further study on offshore wind power construction projects investment decision-making.Secondly,on the basis of discussing the meaning of the investment decision-making,the characteristics,process and contents of offshore wind power construction projects investment decision-making were studied,a variety of major decision-making methods were compared and analyzed.According to the characteristics of the methods and the needs of the research,the interval-valued intuitionistic fuzzy sets,mindset index and the grey interval incidence method were selected.Then,this paper analyzed the current situation of offshore wind power construction projects and did SWOT study.Based on the principles of sustainable development,the paper identified and analyzed the influential factors of the offshore wind power construction project investment decision-making,built the evaluation index system from the economical dimension,environmental dimension and technical dimension,index weight is determined by using the method of combination giving-weight-value based on analytic hierarchy process and rough set.Eventually,this paper built the offshore wind power construction projects investment decision-making model based on the interval-valued intuitionistic fuzzy sets.According to the calculated value of fitting level,the alternatives were ranked,so as to make right investment decisions.Reasonable results were obtained by applying the model to the example,feasibility and application value of the model were verified.Investment decision-making,which is a complex engineering,analyzes the feasibility and rationality of the project plan from different directions before the construction.In view of the irrationality of existing index system,the paper built a set of rational investment decision-making index system for offshore wind power construction projects.Traditional investment decision-taking methods have some deficiencies in dealing with data uncertainty,the paper built an investment decision-making model for offshore wind power construction projects by combine mindset index?interval-valued intuitionistic fuzzy sets with grey interval correlation.The research results have reference value and guiding significance to carry out offshore wind power construction projects investment decision-making work,can promote the sustainable development of offshore wind power construction projects.
