Study On Labor Cost Control System And Its Implementation In State-owned Enterprise

With China's accession to the World Trade Organization,the domestic enterprises have been developing rapidly which expands the scale of business gradually and benefits better.Human resource management,especially the labor cost control is playing an increasing important role.However,in view of the unique development and evolution of China's economic system,state-owned economy,especially state-owned enterprises play an increasing important role.In view of historical factors,state-backed companies have been quite lacking concepts related to human resources all the time,product quality and efficiency needing to be improved.Along with the deepening of reform and opening up,on the one hand,some western advanced enterprise management concept is introduced into our country,on the other hand,some domestic universities,research institutes,large enterprises and other units also strengthen the enterprise management especially the research of enterprise labor cost control.Enterprise managers begin to change ideas and changes business model from extensive to fine.The fundamental goal of business is to pay a relatively small cost to obtain relatively high returns,so the enterprise has a set of scientific,reasonable and efficient labor cost control mode,which will mobilize the enthusiasm of employees actively,and enhance the enterprise competitiveness in the economic tide greatly.In our county enterprise,level,mode and effect of labor cost control irregular in some way,which has not formed a complete methodology and practical operating system,it doesn't match with the current economic development model,so it is necessary to further improve the labor cost control system,improve the level of labor cost control.
