Urbanization is the only way of modernization,is significant represent of civilization of mankind advance.Since the innovation and opening in China rapid urbanization construction and development.Mainly depends on government spending and the form of land for the construction of the traditional quantity light quality of urbanization,which cannot satisfy the demand of the al-sided construction comfortably off society's development.The 18 th national congress of the people's congress clearly indicated that as the focus of the transformation of the pattern of economic development and building a welloff society in an all-round way the carrier of urbanization construction must take the Chinese characteristic relative to the traditional urbanization,the new scientific and rational urbanization push construction process,persisting in overall development,intensive development,melodious development,innovation development,to the people foremost,saving resource,environmental friendly,economic and efficient,urban and rural development together road.At present a lot of elements restrict the pace of the construction of the new type of urbanization,the shortage of funds is the most outstanding restricting factors.Mainly depends on government spending,local investing and fund-raising terrace for the government as the government as the main mode financing,financing channels of a single,a serious shortage of funding sources,to establish a flexible market financing mode,break through the capital choke point,accelerate the construction of the new urbanization,choose the right financing mode is imminent.To introduce PPP model in the construction of the new urbanization,the diversification of financing at the same time broaden the financing channels.We will focus on how to properly share the risks and interests among stakeholders,and build the PPP mechanism in building a new type of urbanization.Investment in fixed assets consists of two parts of urban fixed assets investment and rural fixed assets investment.There is a strong correlation between GDP and investment in fixed assets.The value of gross domestic product and fixed asset investment from 2006 to 2015 are taken as sample observations.Build the time series model to predict the GDP of 2016 to 2020.According to the divergence of the natural Ln(INV)and natural Ln(GDP),the correlation is strong.Forecast fixed asset investment between 2016 and 2020.In the process of the new type of urbanization,the main sources of funds are self-financing,domestic loans,national budgetary funds,foreign investment,and other methods.According to the relationship between different sources of funding and other sources of capital,national budgetary funds and foreign investment were affected by the previous year,the other three sources have strong ties to GDP,predict the potential supply of the five channels between 2016 and 2020.Individuals or groups that can influence the success of the project and can be affected by the project are called the stakeholders of the PPP project.Core stakeholders based on the Shapley build PPP project profit distribution model of the public sector and private sector,public sector,private sector union benefits obtained.Four factors investment proportion,risk factor,contract execution,contribution of profit distribution,the effect of establishing the PPP project profit distribution model based on the Shapley value correction.Incomplete information of the bargaining game model to analyze their own need to assume the risk of public and private,introducing harsanyi transformation,the model by indefinitely into complete but imperfect bargaining game.In order to select the three stages of the inverse method,the equilibrium solution is obtained,which is the proportion of the risk that the public and private sector should not bear.
