The Research About The “Province-Direct-County” Reform’s Effect On Basic Public Service Of The County

"County governance,the world security",county-level governance is the fundamental of the national stability and orderly.However,the existing "city management county" mode makes the county government generally fall in financial difficulties,county-level economic and social development is weak,the county-level basic public service supply and demand contradiction has become increasingly prominent,especially in the county government basic public service supply lack of ability.To this end,the state put forward the "province-direct-county" system reform.At present,the academic community generally believe that "province-direct-county" system reform is to solve the county level of basic public service supply of effective measures.But "provincial straight county" system reform how to affect the county level of basic public service level,and how is the impact.This paper takes Fujian Province as an example to analyze the effect of the reform of the provincial government on the basic public service supply of 57 counties(cities)in Fujian Province.This study has a reference value to the improvement of national policy and has a certain significance to improve people’s life.Firstly,this paper analyzes the relationship between the system of "province-direct-county" and the basic public service at the county level.The provincial management of the county level can avoid the phenomenon of "city card county","city scraping the county".Giving the county government more autonomy and increasing county-level fiscal revenue can enhance the level of basic public services.Then,the double differential method is used to analyze the influence of the reform of the fiscal system on the supply of basic public services at the county level in Fujian Province.The study found that the reform of the fiscal system of the province’s "province-direct-county" only changed the expenditure structure of the basic public services at the county level,that is,increased expenditure on basic public services such as basic education,health care and so on,and reduced expenditure on infrastructure construction;But the overall level of view,"province-direct-county" financial system reform did not change the county level of basic public service expenditure scale,the county level of basic public service supply level is still very low.Through the analysis of the regression results,it is found that the reasons for the lack of basic public service capacity at the county level can be summarized as two aspects: the direct cause is that the financial management does not correspond to the administrative management,the abnormality of the official assessment standard and the obstruction of the "city-direct-county”.The influencing factors are difficult to reform and management,and the relevant supporting policies are not in place.Finally,the following countermeasures are put forward to solve the problem: rationally define the power of all levels of government,optimize the local government incentive mechanism,improve the transfer payment system,timely promote the reform of the administrative system and establish and improve the relevant legal system.
