Since China implemented reform and opening up policy, our country social economy has made remarkable achievements, significantly improve people's living standard, young employees play an important role for the development of economy, an important force in the human resources market,and gradually show the trend of the main force,even has become an integral part of the enterprise for the construction of the power. But, in the state-owned enterprises at present,problems a lot of young employees incentive mechanism,unreasonable problems setting up the salary system, evaluation mechanism, lack of opportunities for advancement, which affects the enthusiasm of young employees. Therefore, how to motivate the development of the young employees is every modern enterprise needs to consider factors.C company as the research object, this paper first on incentive is defined and an overview of the relevant theory. Second, young employees incentive for C company present situation has carried on the questionnaire survey and analysis, summed up the four questions:(1) the lack of spiritual identity to work is low; (2) less opportunities for advancement,difficult to achieve self value; (3) poor salary incentive match, difficult to meet the material demand; (4) poor scientific evaluation mechanism, work hard.Accordingly, designing the incentive system reinforcement theory, mainly from the material incentives (salary, benefits, bonuses, incentives and irregular activities) and spirit incentive (motivation, training, motivation, emotion environment incentives and promotion incentives) both option incentive reinforcer, and build the effect six evaluation indexes: work initiative and enthusiasm, efficiency, reliability, professional knowledge and professional level.Finally, in order to promote young employees incentive system,puts forward the organizational guarantee (organizational guidance, team construction, management information system, etc.), the system culture safeguard measures (work) analysis system, the performance evaluation system, and puts forward countermeasures and Suggestions on this basis: the activation mechanism of choose and employ persons, the young employees dynamic management, and incentives for innovation.
