Within the continuous reform of agriculture supply side.It is a major change for agriculture in China.China is a country that per capita resource is relatively short but has bunch of population.Also,people are really care about the food in traditional Chinese.So,the production of the cereal's problem is related to livelihood,economy and the social stability in China.The price of the wheat in China,it is higher than the international price.That lead to many companies which are depended on the wheat to produce productions to im port the wheat from other countries.Therefor we have many of left over wheat in stock.Especially,under the conditions with “supply side” and “demand side” cannot work well with each other.We need to objective and dialectical analysis of China's current wheat production and new features,to enhance the quality of China's wheat production efficiency and competitiveness these three points have very important research value.This paper is based on the existing problems to describe about the key reasons and the possible solutions.Starting from the minimum nutrient law of wheat.We need to Put forward the basic assumptions of the structural ad justment of wheat production factors.And use the DEA method which is based on the in put-oriented and output-oriented law to analysis this problem.According analysis fifteen provinces in China,and choose the top five of the wheat's mass production area,and we found out that need to analysis this problem from the reasons influence and the wheat's price.The important things are that propose specific methods and recommendations for adjustment.And based on data,calculate and statistic the information gets the resu lts as the follow: The First,wheat production concentration,maintained in Hebei Province,Jiangsu Province,Anhui Province,Shandong Province,Henan Province.Second,each city has their own policy to grow wheat,therefor they have big difference in different places.Third,China has low degree of mechanization for now,but the cost is extremely high in irrigation,drainage and nitrogen fertilizer generally programs.Fourth,in China we have not much large-scale places to grow wheat,is not good for improving the efficiency of wheat cultivation.Fifth,either from the input-oriented or output-oriented point of view,every place which is produce wheat,has the same problem is that invested too many redundant elements.Like,too much drainage fee and nitrogen fertilizer input.Also,the mistakes basically are same in every place.In order to improve the configuration of the resources,and reduce the cost of the wheat,also improve the international price competition,this is some proposals to share: first of all,to develop wheat's technology is a good idea,but for some main mass production areas in China has not much chance to improve the production or reduce the cost of the wheat.Only can create the new technology can improve the production of the wheat.Second of all,to change the invest of the elements policy.In China,we are invested too much useless and over rich elements on grow wheat,even though in main production area.In this country the wheat quantity is greater than demand,also,put in too much money into drainage costs and nitrogen fertilizer.Third of all,improve wheat support efforts.Fourth of all,strengthen the agricultural supply side reform.Fifth of all,to promote large-scale cultivation,to improve the ef ficiency of wheat cultivation and so on.International wheat's price continually crashes the price in China.Under his situation,China need to find a way to improve the wheat's international price competition.The problem is that we not only need to control the cost,also we need to have new technology.The large-scale cultivation of wheat is also the key to further reduce the efficiency of wheat cultivation in China.
