| Government procurement as an important aspect of financial expenditure,the scale and quality not only has important effect to improve the efficiency of government spending,but also can support the development of key industries through policy guidance.Economy under the new normal,how to effectively play the government procurement policy and economic function,accelerate the industry development in our country,to achieve industrial upgrading,is worthy of in-depth study and discussion on problems.Therefore,study and improve the system of government procurement,in order to increase policy support for industrial upgrading is an important topic in front of us and urgent need.This paper tries to explore the new normal under the current government procurement system for industrial upgrading and put forward the role play guidance function of government procurement industry policy recommendations.In this paper,on the basis of existing research,from the theory of resource allocation function of finance,the analysis of the effect of government procurement of industrial structure optimization.Based on the design and operation of the government procurement system in our country’s summarized,respectively from the perspectives of economic effectiveness and policy leading perspective combing and reviewing the development of our country government procurement system,in order to save the Angle of economic cost and related industry development makes an analysis of the current government procurement system in our country.Later,using the method of empirical analysis,with high and new technology industry development level,energy saving and environmental protection industry as an example,using the panel data model to empirically China’s government procurement system of high and new technology,the effect of energy conservation and environmental protection industry.Results show that the economy is relatively developed areas,the government procurement can more effectively promote the development of high and new technology industry,energy conservation and environmental protection industry,there are some areas,the government procurement industry to guide the effect is not obvious,the reason is that the government procurement in the high and new technology,and energy conservation and environmental protection products on a smaller scale.Shows that the current government procurement system design to a certain extent,play the function of industry guide,at the same time there are further perfect space.Finally,put forward the give full play to the guiding function of the government procurement system industry specific countermeasures and suggestions. |
