Research On Application Of PPP Mode In Water Supply And Road Project Of Yiyuan Economic Development Zone

Infrastructure construction is the basis for urban economic and social development.The perfect infrastructure catalyzes the progress of city, while weak infrastructure blocks city advancement. Actually,the fleet progress of China’s economy and society, combined with the propelling urbanization process has brought a surging demand for urban infrastructure. Thus, only an overreliance on government’s investment can no longer cater for the infrastructure construction. As proposed in the Third Plenary Session of the 18th Central Committee of the CPC, "social capital is allowed to be involved in urban infrastructure investment and operation by way of franchising". The State Council has issued a series of guidance documents centering on investment and financing system reform, encouraging non-public sectors of economy and introducing social capital into specific areas. Under such circumstance, the introduction of social capital into infrastructure construction has become a breakthrough to solve the funds insufficiency. In this paper, the PPP mode applied in the infrastructure construction of Yiyuan Economic Development Zone is explored and analyzed.The paper is divided into five chapters: Chapter 1 is an introduction to the project background and significance, as well as the research results on PPP mode at home and abroad; in Chapter 2, the related concepts are defined, and the theoretical basis for applying PPP mode in infrastructure construction is discussed. Besides, it expounds the necessity and possibility of its application; then the case analysis is made in Chapter 3, in regard to PPP mode application in infrastructure construction of Yiyuan Economic Development Zone, and meanwhile the problems existed in the construction process are further found out; next, Chapter 4 analyzes both successful and failing cases in China, thus providing valuable reference for Yiyuan; finally in Chapter 5, countermeasures and suggestions are put forward to better the application of PPP mode into Yiyuan infrastructure construction.In this paper, a case analysis-the application of PPP mode into infrastructure construction of Yiyuan Economic Development Zone, contributes to accumulating experience and offering reference for the future PPP project operation. Putting PPP mode into use helps enhance the funds usage rate in infrastructure construction, boost competitive strength of Yiyuan Economic Development Zone, and pave a new way for the future development. Moreover, it is expected that the research can be used as a feasible reference for other infrastructure constructions.
