The construction of new urbanization will lead to huge demand for infrastructure projects, the government think the investment and construction of large projects acts as one of the most important strategy of promoting employment mechanism during 13th Five-Year national development plan. In this context, we take in Wenzhou rail transit project as an example, and main work as follows:Firstly,this paper retells the literature of large infrastructure project risk management, and the results show that the infrastructure project risk management still has a certain development space. Secondly, a fuzzy comprehensive evaluation method is being put forward., so as to solving the problem of risk evaluation of large infrastructure projects. It helps to provide the decision-making mechanism of China’s complexity risk management in large public investment project Thirdly, we establish the risk sharing model of Wenzhou traffic railway project. Multi objective programming can seek balance among the participating parties, to maximize the overall efficiency. The risk sharing model of railway engineering project is constructed by using the multi objective programming method, and the optimal risk sharing scheme is obtained.This paper focuses on the analysis of Wenzhou rail transit project risk ranking, and stakeholder risk sharing model. It constructs the system of China’s large-scale infrastructure project risk management, which it can help to improve the risk management of the fan protection consciousness. Therefore, it has certain practical value.
