The Research Of Assessment And Construction For Finance Of Science And Technology Environment Of Heilongjiang Province

The operating effect of finance of science and technology has an inseparable relationship with its operating environment. Known as the financial environment of science and technology, it includes the economy, society, law, culture and other system and system environment of financial instruments. The financial environment of science and technology has a profoundly influence on the operating effect of finance of science and technology,and on the level of development of scientific and technological innovation. China has achieved great achievements in the construction of the financial environment of science and technology,which plays an important role on the promotion of the efficiency of science and technology.However, there still exists several problems. We first analyzes the composition and characteristics of the financial environment of science and technology, as well as how the financial environment of science and technology effects the efficiency of financial operation,which then affects the mechanism of scientific and technological innovation. This paper constructs evaluation index system of regional financial environment of science and technology, which includes policy and legal environment, economic environment, credit environment and environment of science and technology resource, financial management system and so on. Then we use the grey target model to make empirical analysis on the operating efficiency of financial environment of science and technology of Heilongjiang Province. Through a comparative study of Guangdong Province, Jiangsu Province of policy and legal environment, economic environment, credit environment and environment of science and technology resource, financial management system aspects in this paper. .We analysis the construction problems existing in the financial environment of science and technology of Heilongjiang province, and sum up the experience of policy and legal environment, economic environment, credit environment and environment of science and technology resource, financial management system aspects in other provinces on the construction and improvement of technology and financial environment. Based on that, this paper puts forward countermeasures proposals to improve the financial environment of science and technology in Heilongjiang province, include optimizing policy and legal environment, adjusting economic structure and strengthening the government macroeconomic regulation and control, strengthening credit environment governance, improving human resources and capital investment, improving financial management system.
