Application Of PPP Model In The Construction Of Urban Infrastructure In Henan Province

Urbanization is the only way to build a well-off society in an all-round way and realize the socialist modernization.Urbanization is the key to the integration of urban and rural areas.However,with the accelerated pace of urbanization,the funds needed for infrastructure construction are also increasing.In recent years,the scale of local government debt has been expanding,and the government’s financial supply is insufficient,which make it difficult to continue construction and operation of infrastructure investment by the government taking the traditional mode,and it has seriously affected China’s urbanization process.In addition,the public is unsatisfied with the traditional public goods or services supplied by the government,which is considered to be high cost,low efficiency,low level and so on.Therefore,one of the keys to realize the sound and rapid development of urbanization is to transform the traditional financing model.Henan province is located in the Central Plains,which is the large population and agricultural province in China,and there is still a large gap of the level of urbanization compared with the developed provinces.With the accelerated pace of urbanization,the demand for funds in Henan province is growing,the huge funding gap has become a major obstacle to the process of urbanization in Henan province.However,owing to the low efficiency of local financing platform and inadequate supervision,the traditional financing model has been unable to meet the needs of the construction funds because of the single investment.PPP model is the breakthrough of the government to solve the problem of capital gap and realize the transformation of functions.However,as a new financing model,PPP model has its own characteristics and rules.Therefore,it is of great practical significance to study the application of PPP model in the urban infrastructure of Henan Province which is based on the actual situation of Henan Province.Firstly,this paper analyzes the theory and expounds the main theory of the PPP model.Secondly,the application of PPP model in the urban infrastructure of Henan province is selected as the object of study.This paper analyzes the current financing situation of Henan province and the main measures which are adopted in promoting the PPP model,and summarizes the existing problems.At last,combined with the development of PPP model in the United Kingdom,Canada and Australia,the paper puts forward some countermeasures and suggestions on the PPP mode of urban infrastructure in Henan province from three angles of government construction,PPP system construction and PPP project construction.Although many scholars have studied the investment and financing of urban infrastructure,but there were few studies specifically for Henan.This article is mainly aimed at the current development of the introduction of PPP model in Henan province,and in this paper,the application of PPP model in urban infrastructure of Henan province is systematically analyzed and summarized.The content of the research is wide,but the content,space and data sources of this paper are limited.This paper can not do every detail in detail,and some places may lack in-depth study and research.This is the place that this paper needs to pay attention to and improve.
