"Happiness" is a popular word in today's society,from the CCTV reporter in the street interview passers-by,"Are you happy?" To the National Bureau of statistics and CCTV jointly organized the selection of the most well-being of the city rankings,happiness has been active in people's sight,and gradually began to be known,to be recognized.How to improve the well-being of residents in the rapid economic growth is not only a major issue to be solved in the real society,but also a proposition that needs to be solved urgently for theoretical research.In this paper,we use the data of Chinese General Social Survey to study the impact of public expenditure on residents' happiness in the context of economic growth.This paper mainly includes three parts.Firstly,this paper analyzes the relationship between economic growth,public expenditure and residents' happiness in theory.Second,this paper analyzes the possible problems in the process of economic growth in China,expenditure on public services related to people's livelihood and the current situation of Chinese residents' happiness in detail.Thirdly,this paper studies the effects of economic growth and public expenditure on Residents' happiness from an empirical point of view.The main conclusions are as follow based on the research:First,with the rapid development of our economy,residents' happiness levels did not increase,there is a "happiness paradox" in our country.Second,public education,health care and housing security are most closely related to the lives of residents,and the expenditure of these three public services can significantly enhance the level of well-being of residents.From the total sample of the country,the expenditure of housing security promote the greatest sense of happiness,followed by public education and health care spending.Third,for the different degree of economic development in rural and urban areas,there is a big difference in the factors that affect their happiness.In rural areas,public education,health care and housing security is an important factor in enhancing the well-being,but for urban residents,there is not a significant positive correlation between happiness and expenditure of public education and health care.Fourth,for the residents with different income levels,there are significant differences in the promotion of public expenditure.Generally speaking,public education,health care and housing security of public expenditure have the greatest impact on the well-being of residents for the low-income groups,but there is no significant positive correlation with the well-being for high-income group residents.The innovation of this paper is mainly reflected in two aspects.First,the choice of public expenditure indicators of innovation,the two is the content innovation.First of all,in the selection of indicators,this paper use the sufficiency of public expenditure that residents condider,rather than the absolute numbers of public expenditure or local fiscal expenditure accounted for the proportion.Two is the content of innovation,after the analysis of the relationship between public expenditure and happiness in a national sample of residents,It also analyzes the influence of public expenditure on Residents' happiness in different region and different income levels and try to find out where the difference.Of course,there are many deficiencies in this paper.First,the measurement of happiness is simple.The data is from Chinese General Social Survey,and the survey is not specifically aimed at the well-being of residents,so the measurement indicators are relatively simple.The two is the limitation of the data,from the theoretical point of view,time series data can better describe the relationship between economic growth,public expenditure changes and residents' happiness.But the data about public expenditure that Chinese General Social Survey provide only include two years,2003 and 2013.The data of 2003 only contains urban residents,so the empirical part of this paper mainly use the cross section data in 2013.
