Poverty is a common phenomenon in the process of human social development.Anti-poverty has always been a worldwide problem and focus.The complexity and diversity of poverty and poverty have determined the arduous task of anti-poverty.From 1990 to 2011,China's poverty reduction by 439 million,with less than 10% of the world's arable land to support the world's nearly 20% of the population,China took the lead in achieving the Millennium Development Goals,has made remarkable achievements,but also For the cause of poverty reduction in the world made a great contribution.China still has more than 70 million poor people,from 2020 to achieve a comprehensive goal of a well-off society is getting closer,the poverty situation is still grim,poverty reduction work will be more difficult.Economic growth and public expenditure are the two major ways to eliminate poverty.With the increasing pressure of China's economic growth,the effect of public expenditure on poverty reduction is constantly highlighted.The livelihood of the people is the most concerned about the people,and the most closely linked to the interests of the people,mainly in the basic necessities of life,health care,education,social security,infrastructure and other fields,the people's livelihood is the government investment in health care,education,social security,employment Environmental protection,infrastructure and other areas of public financial investment,people's livelihood has a direct and indirect double poverty reduction effect.Since the beginning of the 21 st century,the total amount of people's livelihood in our country has been increasing.However,the total investment of the people's livelihood in the three regions of East,Central and West is not balanced,and the central and western regions have lagged behind the eastern and central regions.Investment disadvantage is more obvious.Therefore,increasing the intensity and proportion of the local government's investment in the people's livelihood in the central and western regions will improve the efficiency of the government's investment in poverty.Based on the inter-provincial panel data of 31 provinces and autonomous regions in China's inland areas,this study is based on the combination of theoretical analysis and empirical analysis,quantitative analysis and qualitative analysis to analyze the present situation of poverty and livelihood in our country And the in-depth analysis of the local government in public education, social security,health and health aspects of the people's livelihood and economic growth on the mechanism of poverty reduction theoretical analysis,and the use of Stata data analysis software to build panel data model of people's livelihood poverty reduction Effect of regression analysis.Finally,according to the current situation of our people's livelihood and the problems existing in the targeting mechanism of the poverty target,the author puts forward the suggestions on the aim of the people's livelihood poverty reduction policy: the establishment of multi-dimensional poverty measurement indicators to enhance the targeting accuracy of the poor population,according to the characteristics of poverty and development needs,To further improve the people's livelihood investment structure;to promote the people's livelihood investment in the regional balanced development,the livelihood of resources to the central and western regions tilt,especially in the central region;the development of the people's livelihood,Establish a scientific and rational local government and official incentive mechanism.
