At present,China is in a comprehensive construction of a well-off society,industrialization,urbanization,marketization pace,resources consumption into the rapid growth stage,urban scale expansion and infrastructure construction is strong,land demand is strong,but the land use,waste,fouling is still serious," double" pressure is increasing.At the same time,the global climate warming,environmental quality decline,the smog rampant has seriously threatened the survival and development of human,low carbon and intensive utilization of land is an inevitable trend to achieve human social health and sustainable development.Through combing and summarizing relevant literature,this paper tries to define the related concepts of low carbon and intensive utilization of land,and expounds the basic theory.Based on the analysis of land use change and carbon emission effect in Kaifeng city from 2006 to2015,using catastrophe series model,the evaluation of low carbon and intensive utilization of urban land,and the diagnosis analysis of obstacles based on degree model,to further improve the low carbon and intensive utilization of urban land.The main conclusions are as follows:(1)through the analysis of land use change and carbon emission effect in Kaifeng city,the results show that the agricultural land and unused land area decreased significantly in Kaifeng in 2006 and 2015,showing negative growth trend;And the construction land type of rapid expansion,showing a rapid growth.Based on the calculation model of carbon emissions,the paper reveals a significant upward trend of carbon emissions in Kaifeng in 2006 and 2015,in which the carbon emissions of construction land are the main carbon source.Using the Pearson correlationcoefficient in spss17.0 to analyze the correlation of construction land expansion,economic development level and carbon emission intensity,the results show that the construction land expansion,economic level and carbon emissions are closely related.(2)according to a certain principle,establishes the evaluation index system of low carbon city land intensive use,the use of catastrophe model to estimate the period 2006-2015 level of Kaifeng city low carbon land intensive utilization,evaluation value between 0.8384-0.9269,showed a slow downward trend,by comparison to the general decline for intensive intensive intensive comparison state.Can be divided into three stages,2006-2008 comprehensive evaluation value by 0.9133-0.9269,a slight increase,in a relatively intensive state;2008-2013 comprehensive evaluation value by0.9269-0.8384,greater volatility,lower level of land intensive use from low carbon intensive compared to general intensive state;2013-2015 comprehensive evaluation value by 0.8384-0.8506,showed a fluctuant slow rise the trend of the level of land intensive utilization,low carbon intensive promotion from general to more intensive state.(3)using the diagnosis method of the obstacle factors,the index of each index between 2006 and 2015 is calculated.In 2006,the main obstacle factors of low carbon and intensive utilization of urban land in Kaifeng city were the coverage rate of green space,per capita road area,population density,land average GDP,dijun social consumer goods retail,etc.In 2015,the land use efficiency coefficient,land use energy consumption,carbon emissions,per capita carbon emissions,non-agricultural land use efficiency,low carbon level and land use degree.It shows that the low carbon level and land use degree are the main factors restricting the low carbon and intensive utilization of urban land in Kaifeng city.(4)to improve the low carbon and intensive utilization of urban land,the mechanism of low carbon and intensive utilization of urban land is constructed.The market mechanism plays adecisive role in resource allocation,the government regulation mechanism is the pioneer condition of low carbon and intensive utilization of land,and the public participation mechanism plays a complementary and perfect role in the market and the government two-way failure.
