A Study On Social Endowment Insurance Of Urban And Rural Residents In Gansu Province

Since the founding,with the continuous development of China's economy,the social security system is constantly moving forward.But compared with other social security system,urban and rural residents of the social endowment insurance system development is lagging behind.As an important part of the social security system,its development and improvement is directly related to the development and perfection of the whole social security system in China.Therefore,in order to improve China's social security system,we must attach importance to urban and rural residents social pension system perfect.Urban and rural residents' pension problems are increasingly highlighted mainly due to the following reasons.First,industrialization and urbanization induce a large number of rural young migrant workers to make money in urban.Thereby the relative proportion of the number of rural elderly population increases,the rural average pension is heavier than burden,the pension issues correspondingly highlight in rural areas;Second,with the development of market economy,Confucianism gradually fade,the thought of the children caring for the elderly increasingly degraded,intergenerational pension function is waning,pension issues are also increasingly prominent;Third,small family size.Since the implementation of family planning policy,the number of children at home greatly reduced compared to the past,the burden of family pension increase,these speed up the pace of pension issues becoming increasingly prominent.To sum up,The problem of social pension for urban and rural residents is becoming more and more serious,and its effective solution is of great significance.in order to further improve China's social security system and solve the problem of urban and rural residents pension effectively.Firstly,writer reviewed domestic and overseas research situation about pension insurance system in this paper,with a general understanding.Author also defined concepts and related theories about Social Insurance System for Urban and Rural Residents,in order to set a more solid theoretical foundation for further research.Secondly,Huanxian is regarded as an analysis case in Gansu Province.By handing out random questionnaire survey to townships in Huanxian,the purpose is to understand the county residents of urban and rural areas of social endowment insurance system awareness and satisfaction,and then analysies the pension current status of implementation of Huanxian;By collecting balance of payments data of pension fund about Huanxian since the pilot and excluding the part of financial subsidieson reasonably,then further analysis of the real reason for the existence of hidden pension fund gap.Finally,on the basis of the observational study of status of implementation and fund gap about urban and rural residents social pension insurance system,author draw some conclusions and summarize a number of problems existing in it and put forward suggestions for improvement.Through the research of this paper,we hope to perfect the social endowment insurance system of urban and rural residents as soon as possible so as to promote the development and perfection of the whole social security system in our country.
