Comprehensive budget management as an important tool for business management activities,is one of the few key problems in the enterprise can be integrated into one of the methods of regulation and management,with planning,coordination,control,incentive and evaluation and many other functions.However,with the gradual establishment of the concept of maximizing the value of the enterprise,the drawbacks of the traditional budget are also highlighted: the budget goal and the value of the creation of goals out of line,the lack of capital cost awareness,lack of guidance on enterprise resource allocation,evaluation is not linked with the value creation.How to combine enterprise value creation with budget management,integrate value idea into budget management,and use value to guide budget preparation,implementation and evaluation,and become an urgent problem to be solved.The introduction of economic value added(EVA)into a comprehensive budget,from the perspective of value creation to optimize the overall budget,help to improve the budget decision makers and budget managers of the principal-agent relationship,optimize the allocation of resources to achieve business value management objectives.In this paper,F company,for example,a combination of EVA and a comprehensive budget for a detailed description of the application.First of all,the theory of comprehensive budget management,economic value added theory and comprehensive budget management and EVA fit theory are described,which provides theoretical support for later.The introduction of EVA into the overall budget management of the necessity and feasibility,the introduction of EVA on the budget management to re-examine and establish the concept of value management.Then,the introduction of F company case,in the field of research,found F company budget management there is a lack of strategic guidance,lack of knowledge to create value,budget evaluation is not linked with the EVA and other issues.Based on the above problems,the paper constructs the comprehensive budget management system of F Company under the guidance of EVA,and takes the pre-budget preparation to the budget control and the post-budget evaluation as the guideline,through(1)analyzing the EVA driving factors;(3)refine the EVA budget responsibility center;(4)dynamic monitoring budget execution;(5)establish performance evaluation with EVA;(6)optimize the budget performance indicators,the F company's traditional budget in the value creation Aspects of the lack of optimization,and that EVA into the overall budget management effect.Finally,the analysis of EVA will be introduced into the overall budget should pay attention to the problem,from the F company budget concept set,budget implementation supervision,budget evaluation and improve the angle,all-round,the whole process to improve the traditional budget F company,F company to enhance the value creation ability A certain practical significance,the other similar enterprises also have reference.
