Research On Total Budget Management Of Projects For Electric Power Enterprises Based On Financial Management Platform

With the development of system reform and market openness,the electric power enterprises,which have numerous divisions,long management chain,vast business scope and large capital scale,could face great upcoming challenges in strategic decisions,resource distribution,operation efficiency and risk control.This may lead to various difficult positions such as budgets not connected to development strategy,value chain not incorporated with business chain,entrance arrangement not in a close loop with results evaluation,lack of effective control measures to ensure implementation.This thesis introduces the concepts and techniques of Project Management to analyze an example of Shanxi Electric Power Company Total Budget Management,and research the application of Project Management methodologies in budget control.This paper analyzes the current situation and development trend of electric power company total budget management.And with the guidance of Whole Process Management and Organizational Project Management Maturity Model,the paper figures out roles and focuses on important elements in total budget management.This could improve both the pattern and level of budget management for electric power companies.With the advanced project management concepts and methodologies to improve budget management,it could help the electric power companies to enhance competivity,optimize the resource allocation and develop sustainably.Based on a case study of Shanxi Electric Power Company,the paper tries to improve the cost management system by consolidating specific requirements to the management system,to form a whole process of warning in advance,tracking in the event and evaluating afterwards.The paper aims to build a scientific and efficient cost management system under the whole process.
