A Research On Planning Of Sanitation Facilities In The Background Of New Urbanization

Recent years saw China’s proposal of new urbanization.The country pays increasingly more attention to environmental protection and construction ecological civilization;Environmental Sanitation Special Planning,as an important part of ecological environmental planning,is of important significance to guide urban environmental protection,construction of ecological environmental and environmental sanitation management.During the process of developing Meishan Environmental Sanitation Special Planning,the researcher finds that China has not a systematic research on environmental sanitation special planning;cities and towns understand and attach importance to it to different degrees,most provinces and cities have not developed a planning and traditional planning development faces various problems like inconsistent form,depth and content,incomplete development technology and route,a lack of scientific principle for development results,insufficient direction and operability,etc.The paper starts with practice to research and analyze theories,experience and cases regarding domestic and foreign environmental sanitation planning as well as status quo of domestic environmental sanitation special planning;in the background of new urbanization,the research attempts to establish a relatively systematic urban environmental sanitation special planning system based on the Geddes Theory.The focus of planning development is elaborated and the environmental sanitation layout is studied based on raster data GIS space analysis.Finally,the paper develops the Meishan Environmental Sanitation Special Planning in line with the proposed system and method.The paper research results mainly include: establishment of the development ideas that is people-oriented,conforms to coordinated development and represents intensive cycle,green low carbon and intelligent information;decision of and contents at urban and township levels in China’s diversified urbanization mode from the overall layout and control implementation;determination of the complete development technical route consisting of five stages,namely,status analysis,target prediction,planning layout,control implementation and result feedback;including environmental sanitation management system into environmental sanitation special planning according to division of sanitation work;classification of environmental sanitation,flexible index choice of facility layout and method of domestic garbage prediction;construction of the three-level system consisting of 32 planning targets in line with environmental sanitation work elements;development of intensive recycling disposal of domestic wastes based on “institutionalization,standardization and routinization”.Eventually,the researcher discusses the development goals,scale,layout and standards of environmental sanitation facilities in Meishan in line with the developed planning system and the city’s current situation and development needs.It is demonstrated that GIS space analysis can achieve scientific and reasonable layout: the city’s domestic wastes in the long term is 850 tons/day and 269 environmental sanitation facilities are newly added.Thereby,the researcher expects to give instruction to the construction and management of Meishan environmental sanitation system and promote its new urbanization development.
