According to this year's government work report,China continues to promote the protection and improvement of people's livelihood as the focus of the social construction.The construction of the public rental housing,as one of the social welfare and security project,can ease the pressure of housing demand from a large number of low-income families and improve the living conditions of low-income families.In order to alleviate the financial pressure,local government often uses PPP and other investment tools to implement the public rental housing.PPP project can bring in a huge amount of capital from community into the construction of social rental housing the community.In this way,sustainable construction rental housing can be promoted.During the sustainable construction of public rental PPP project,the social capital is facing a longer investment cycle,more capital investment and other risks,thus to a certain extent,investment risk of social capital can be increased.According to the social capital and the construction of public rental housing in Chongqing,this paper conducts the investment risk and investment decision-making research on the sustainable development of PPP investment and financing model.Firstly,this paper studies and summarizes the domestic and foreign research on sustainable construction,PPP model of public housing and investment risk.Then,according to the construction problem of public rental housing in China,this paper puts forward the risks of investments when social capital participates in PPP project under sustainable construction.And then take the theory of influence and other theories to carry out comprehensive risk identification of public rental PPP projects under the sustainable construction,and construct the corresponding investment risk checklist and investment risk relationship diagram.Furthermore,use the AHP method to analysis the importance of risk factors that can affect the investment of the project.And then through the construction of sustainable construction investment evaluation model,combined with MC simulation and other analysis methods,analyze the investment risk of sustainable public rental housing PPP project.Additionally,the model combines the corresponding investment analysis results,conduct the investment decision analysis of sustainable construction of the public renting PPP Project.Finally,combined with the case study,the investment risks of public rental PPP project under sustainable construction is analyzed in detail,and conduct the investment decision analysis of the case study based on the results.This paper focus on the use of social funds to build public rental projects with uncertain risks,conducts the sustainable construction of public rental PPP project investment risk analysis and decision-making research,aims to improve and enrich the sustainable construction of public rental PPP project investment risk analysis and decision-making theory.The paper provides a certain theoretical and practical value as a reference of the social capital goes into the public rental project.
