Commercial bank's core competitive advantage in the final analysis comes from people,while performance management is a combination of key tools that can transform people's talent and motivation into a strategic advantage.Performance management is a core work in enterprise human resource management and plays an increasingly important role in enhancing the core competitiveness of commercial banks.Doing a good job in each employee's performance management,improve their work efficiency,not only can improve staff performance,but also can enhance the overall performance of the entire department and even the organization.The value creation ability of the enterprise will be improved,thus effectively improving the competitive advantage.This paper mainly follows the basic idea of "finding the problem---analyzing the problem---solving the problem",the research methods mainly include literature analysis method,the questionnaire survey method and the combination of theory and practice method.Based on the performance management theory,this paper analyzes the problems existing in the existing performance management of the bank by analyzing the performance management practices related to the SL branch of the Industrial and Commercial Bank of China,analyzes the reasons,and puts forward the improved optimization scheme and its safeguard measures,so that it can provide valuable reference for the decision maker.The paper consists of the following five parts.Chapter One,Introduction.This part mainly elaborates the background,research significance,research method and content of this article,as well as possible innovation points.Chapter Two,The Theory of Performance Management.This part expounds the related tools of performance management and performance management from the theoretical point of view.Chapter Three,Analysis on the Present Situation and Problems of Employees' Performance Management in SL Branch of ICBC.This chapter focuses on the principles and ideas of improving the performance management system,puts forward the improvement plan from the four operational processes of performance management,and puts forward the supporting implementation measures.The study shows that the SL branch of the Industrial and Commercial Bank of China has made continuous exploration in performance management in recent years,and achieved good results.But there are still some problems in the performance management of employees,such as: did not play its strategic role,the assessment indicators set unreasonable,performance management process is not clear,performance appraisal process supervision is not in place,performance counseling communication feedback is not sufficient,performance evaluation results are not standardized problem.In order to improve its performance management,a targeted optimization program must be implemented.This program can be summarized as "1234 system",that is: "1"(unified performance management concept),"2"(two types of objectives: both conduct and performance),"3"(three conversations: early,midterm and final conversation,strengthening process management),"4"(four links: planning,counseling,assessment and feedback,the results of the application,emphasizing the continuous cycle).That is,based on the strategic and target management philosophy,implement critical and core process management,the use of scientific assessment methods and tools to improve the performance management.In order to ensure that the optimization program is implemented,it is necessary to take safeguard measures in the two aspects of cultural propaganda and promotion of operation.One is to strengthen the performance of cultural construction,to promote the performance management process operation;the second is to strengthen the publicity and training to create a unified performance management culture;third is to strengthen the target decomposition,coordination and counseling;four is to improve performance management IT tools,Promote the promotion of performance management model.
