A Study On The Tax-sharing System Of The Fiscal System Between The Municipal And The District Of Haikou

The fiscal system is a basic system for treatment of intergovernmental finance relations. Since China adopted the reform of the tax-sharing system in 1994,domestic scholars has been mainly focusing on the research of the fiscal system between the central and provincial government, while the study on municipal fiscal system is less involved.Compared with the fiscal system between the central and provincial government, the stability and standardization of the municipal fiscal system are obviously inadequate, so it brings a lot of deep-seated problems to the municipal financial operation. This article starts with the reform of the fiscal system between the central and provincial government, as well as the fiscal system adjustment between Hainan province and Haikou municipal, and introduce the basic pattern of the fiscal system between the Hainan province and the Haikou municipal. The artical treats those as the background and framework of the fiscal system in Haikou municipal, and compare the adjustment process of the fiscal system between the municipal and district of Haikou, since the reform of the tax-sharing system in 1995.Then by studying the operation data of Haikou fiscal system in 2004 -2014, it mainly analysis the object of regulation and the choice model of fiscal system, and restore the adjustment process of the fiscal system of Haikou municipal in 2013. The main problems and causes of the fiscal system of Haikou are analyzed from tree aspects of scale, quality and efficiency. Finally, from the four challenges, such as the current national tax reform,the development of Haikou, promoting the development of urban and rural areas and the equalization of basic public services, it puts forward the necessity of improving the fiscal system of Haikou and presents the countermeasures to improve the fiscal system between the municipal and district of Haikou from the following seven aspects: the promotion of the division of powers and expenditure responsibilities, increase transfer payments,optimize the transfer payment structure, enhance the budget constraints, standardize the adjustment process of the financial system between the municipal and district,strengthen the financial power of the district.
