Comprehensive budget management,as an important method to improve the internal management of modem enterprises,improves the management,enhances the core competence,and promotes the implement of strategies.Since many enterprises in China have long gone through planned economy,the study on theories and practices of comprehensive budget management,form which allow more companies to benefit,bears great significance.For starters,based on the review of literatures of domestic and foreign scholars,this paper develops theories on the meanings,process and framework of comprehensive budget management.Secondly,this paper introduces information security industry and software project.By analyzing the condition of which the industry has implemented comprehensive budget management,it reemphasis the problems in its implementing process,and puts forward 5 suggestions to improve:establishing a organization of divided labor with specific individual responsibilities,standardizing the basic work,optimizing of the overall budget presentation,implementing effective budget control and adjustment,and associating budget assessment with incentive mechanism.To this end,a comprehensive budget management mode of project management and mass production is proposed.Finally,this paper analyzes the comprehensive budget management system of HT listing firm,through case analysis,proving its feasibility in application and the profound impact it has on enterprises.This paper expects to inspire the development of comprehensive budget management in China,and greater improve the management of enterprises.
