Research On Performance Evaluation Of PPP Project In River Basin Water Environment Management

With the promulgation of "water pollution prevention action plan" and the presentation of sponge city in recent years,river basin water environment management has gradually been the attention of all parties.PPP(Public-Private Partnership)mode is a way of working together by the public sector and the private sector to provide goods or services for the public.Due to the lack of financial funds of the government departments,the PPP mode can not only improve the efficiency of river basin water environment management,but also reduce the risk of government governance.In recent years,more and more river basin water environment management projects have introduced the PPP mode.Government departments have also took a number of measures to promote the application of PPP.However,for the evaluation of PPP projects,especially for the performance evaluation of PPP projects in basin water environment,there are few researches in current years,but the problems have been appeared during the implementation of these projects.Therefore,it is necessary to study the PPP project and the performance evaluation to improve the quality of PPP projects.This paper first reviews the relevant research on the efficiency of basin water environment management and the PPP evaluation,and defines the research scope.Then,through the introduction of the connotation and characteristics in PPP projects,the paper pointed out the necessity and feasibility of introducing PPP mode into river basin water environment management,and the application process and model are analyzed to build the theoretical system of PPP project in river basin water management.Then,combined with the theory of performance evaluation,the evaluation index and evaluation model are carried out.In the construction of the index system,the paper selects index system by considering time and cost,socio-economic,ecological environment,project quality,contract management and sustainable development.Then,through the questionnaire to determine the final evaluation index.In the evaluation method,the hierarchical-fuzzy model has a better fit for the PPP project index system which has systemic characteristics,including the qualitative and quantitative indicators.In the aspect of empirical analysis,this paper chooses the NaKao River in Nanning City,Guangxi Province to analyze the applicability of the performance evaluation system and the operability of the model.Finally,some suggestions for improving project performance are provided,which will provide experience and reference for PPP project in river basin water environment management.
