Research On The Mechanism Of Government's Purchase Of Agricultural Socialized Service

Though China is a large agricultural country,its imperfect agricultural social service,low degree of the socialization of its service organization and the unsound social service system have always been limiting the development of agricultural modernization seriously.In order to better develop modern agriculture,China began to support qualified operating service organizations in undertaking agricultural social service through the national purchase of services,which is a significant means to speed up the construction of the management system of modern agriculture.Taking Anhui province as an example and selecting three trial counties as the research samples,this paper explicitly compares the target,content and process of the national purchase of the agricultural socialization service in the three regions through the combination of theory and statistics.On the one hand,it uses statistics to analyze the current problems of the government procurement of agricultural socialization service in Anhui province from the perspective of the relationship between the agricultural subjects of management and production and the demand of agricultural socialization.On the other hand,this paper mainly analyzes the problems in the procurement mechanism of the government of agricultural socialization service in the trial regions of Anhui province from the perspective of supply.Through the comparison of the current situation and the changes of the supply and demand of agricultural socialized service,this paper probes into the causes of the problems of the government procurement mechanism of agricultural socialized service.At the same time,it draws lessons from the practical experience of other regions in China and foreign governments in purchasing agricultural socialization service,and puts forward some relevant policies and advice on the status and functions of the participants in the operation of the procurement mechanism.Through the comparison and analysis presented in the whole text,it is believed that the solution to the problems in government purchase mechanismof agricultural socialization can only be obtained by the force from both the supply and demand sides simultaneously.It asks not only the accurate understanding of the fundamental demands of the agricultural subjects of management and production,but also the guidance of other social organizations to provide better and more efficient services in the competitive environment.Only by following this suggestion can China improve the government procurement mechanism of agricultural socialization service.
