Since the reform and opening up,China's economy has developed rapidly,the traffic demand has increased sharply,and the number of passenger cars has soared.The rapid growth of motor vehicles has brought a lot of urban traffic problems,including traffic congestion.Since 1992 Shanghai limited license after the purchase,all over the introduction of a local characteristics of the purchase of the car with local characteristics in order to curb excessive growth of passenger cars.Tianjin:in December 2013 joined the limit line of the purchase of the city camp.With the implementation of the purchase order,the car market also began to appear some new situation.Removing visible producers in the purchase of regional sales of binary,the independent brand dealers of the survival difficult supply side phenomena,the purchase of also the other side of the market,consumers have a tremendous impact.In this paper,the relevant literature on the purchase of passenger cars is sorted out,and the research questions are put forward.Introduced related theories of regulation economics,congestion pricing and public goods,theory foundation for the study,through analysis of road of quasi public goods attribute and motor vehicle use the negative externality limited purchase policy is proposed and implemented to find a rational basis.And the purchase of passenger cars as a means of government regulation to be viewed,through economics of regulation on the economic regulation,social regulation and incentive regulation regulation method analysis of government purchase behavior,giving the purchase of government economic explanations.And pointed out that the essence of car license plate property purchase of the city from the past to the automobile automobile accessories complement changes.Secondly,by using the theoretical tools,combined with the actual situation in Tianjin City,this paper tries to analyze and explain the government behavior and its impact on the consumer.Through the introduction of specific examples of quantitative calculation,the purchase of the policy after the implementation of the Tianjin City,the increase in the cost of additional car buyers are calculated,and thus triggered a change in the consumer purchase options.And through the analysis of the cost of consumers to purchase a car,the purchase of the policy is to draw the conclusion of the catalyst for the automotive market.At the same time,the construction of a simple model of the consumer welfare changes before and after the purchase of qualitative analysis,in three different sections of the consumer welfare gains and losses,and carried out a detailed description.Finally,the article summarizes the conclusions of the study,and put forward the government needs to carefully implement the purchase,the introduction of scientific standards,including the purchase of the policy recommendations.Admittedly,due to the focus of the article research may be too specific,more research is still to be expanded,in the consumer welfare model set to be further improved.
