Research On Performance Evaluation Of Government Procurement

With the growing scale of fiscal revenue,the regulating and controlling power of government about the social and economic continue to increase.The scale of government procurement is increasing,and the connections among the government procurement and the social and economy are deepened.It also put forward a higher requirement to the management of government procurement.As an important tool to improve the performance of government procurement,the performance evaluation of government procurement has attracted the attention of the Chinese government.How to evaluate the performance of government procurement and build a sound government procurement performance evaluation system? And how to strengthen the performance management of government procurement for improving the performance of government procurement and achieving the policy functions.Those have become the focus of domestic scholars and problems which need to solve urgently.This paper not only analyzes and summarizes the current situation and existing problems of government procurement and its performance evaluation,but also studies the principles of government procurement performance evaluation system and makes construction of services performance evaluation system of government procurement,which based on the previous research results.This will perfect the government procurement performance evaluation system at a certain reference,increasing the targeted and scientific of the working of government procurement performance evaluation,and ameliorating the performance of government procurement.The details are as follows:The first chapter introduces the background and significance of the research,summarizing the domestic and foreign literature on government procurement and its performance evaluation,briefly describing the contents,the main research methods and possible innovation and shortcomings of this study.The second chapter introduces the theories of government procurement performance evaluation.Starting from the basic theory of government procurement,firstly defines the connotation of government procurement and its performance evaluation,and then introduces the theories of government procurement performance evaluation,including public finance theory,principal-agent theory and new public management theory.The third chapter analyzes and summarizes the present situation of government procurement and the current situation of government procurement performance evaluation.The fourth chapter puts forward the existing problems of government procurement performance evaluation,such as lacking of standardization,operation and professional talents,losing of subject,the problem of system allocation,the low efficiency of the evaluation results and the lack of propaganda of government procurement performance evaluation.The fifth chapter is the construction of government procurement performance evaluation system.On the basis of the previous analysis,the paper constructs the principle of construction and tries to construct the performance evaluation system of government procurement service to make up the research blank.The sixth chapter is the improvement countermeasures and suggestions for the current situation and problems of government procurement performance evaluation.
