Abstract/Summary:
Trade facilitation is a key area of One Belt and Road economic corridors’ construction.It is also an important issue for the World Trade Organization to promote multilateral trade negotiations.It is of great significance to enhance the global and national trade scale and stimulate global economic growth.China-Central Asia-West Asia Economic Corridor,China-Indochina Peninsula Economic Corridor,New Asia-Europe Continental Bridge Economic Corridor,China-Pakistan Economic Corridor,ChinaCentral Asia-West Asia Economic Corridor,Bangladesh-China-India-Myanmar Economic Corridor.The six economic corridors cover a total of 23 countries,the total economic volume and bilateral trade volume in the world accounted for about 1/3,however,most countries,the degree of trade facilitation is low,according to the "Global Trade Promotion Report",more than 80% of the country’s customs procedures are in the middle and lower levels of the world,and the important factors affecting the customs procedural indicators are customs clearance time,so the strengthening of customs procedures policy coordination will be the future to promote the economic corridors’ trade facilitation.This paper is based on the theory of neoclassical economics,with the use of computable general equilibrium model to analyze the impact of trade facilitation on the economic benefits of the economic corridors.The model has been recognized by the economists around the world,along the way,promote trade facilitation of the subject of active exploration,from the academic proof of its feasibility.This paper also analyzes the impact of trade facilitation on the economic corridors,and compares the cost and benefits of the economic corridors with the economic corridors formed by the railway interconnection.Economic efficiency is relatively high in economic corridor,in order to offer economic corridor construction policy recommendations and more accurate decision-making recommendations.The article first combs the theoretical origins of trade facilitation and interprets its positive impact on the economy from a theoretical point of view.At present,the nontariff barriers caused by the large proportion of transaction costs,but difficult to estimate,is an obstacle to the development of international trade a stealth stumbling block,the use of the World Economic Forum,"Global Trade Promotion Report" and "Global Competitiveness Report 2016-2017 " to analyze the existing problems of customs,from the customs procedures,the Customs Service Index and other five subitems to conduct a detailed study of 23 countries,and customs clearance time to break down,concluded: document compliance,border Regular time accounted for higher.In this paper,the Global Trade General Equilibrium Model(GTAP)is used to analyzethe impact of trade facilitation policies to reduce the economic efficiency of countries.The model conclusion shows that reducing the clearance time significantly promoted the economic growth of the countries along the economic corridors(7.91%,16.41% and 28.70% respectively in the low,medium and high trade facilitation programs),and increased the bilateral trade volume(In the low,medium and high trade facilitation programs,imports increased by 14.37%,30.36% and 54.43% respectively;exports increased by 6.46%,13.54% and 24.03%),and social welfare(lower,medium and high trade facilitation programs increased by 28.468 billion US dollars,$ 60.77 billion,$ 107.512 billion).In the process of promoting trade facilitation,China-Central AsiaWest Asia Economic Corridor has the greatest benefit,and its economic indicators have improved the status of all economic corridors,then Bangladesh-China-India-Myanmar Economic Corridor,China-Pakistan economic corridor,the new Eurasian Continental Bridge cost-benefit ratio is relatively low.In order to promote the One Belt and Road economic corridors’ trade facilitation,it is recommended that:First,the promotion of trade facilitation is a relatively long-term process in which the parties should establish short,medium and long-term development goals and develop targeted measures.Secondly,states should develop their own trade facilitation measures on the basis of the Agreement on Trade Facilitation and,on that basis,achieve effective docking of national measures.Third,the One Belt and Road economic corridor trade facilitation is the main direction to simplify the customs procedures,shorten the customs clearance time,including the improvement of customs links hardware facilities,optimize the customs management system,improve the quality of customs officers.And actively explore the One Belt and Road economic corridor trade facilitation new model,such as the establishment of electronic information platform,the implementation of paperless model,the use of standardized electronic documents;build "one-stop platform",relying on the Internet for enterprise inspection and quarantine business;Customs inspection procedures,optimize the approval process.Fourth,the promotion of China’s trade facilitation model and experience.For example,the Fujian Free Trade Zone of the inspection and quarantine "source management,port clearance" fast customs clearance model,Guangdong Free Trade Zone "single window" construction.
