The Research Of China's Basic Endowment Insurance Fund Accounting

The reform of the endowment insurance system in our country is at an important strategic stage,and the pressure of population aging is increasing,but the accounting information provided by the current basic endowment insurance fund accounting system does not fully meet the needs,there are many problems.For example,recessive debt,empty account operation,the financial information provided under cash basis is not sufficient to reflect the actual situation of the fund,etc.All these require the reform of the basic endowment insurance fund accounting system.In addition,the development of the basic endowment insurance fund show new characteristics,its coverage is further expanded,and the investment operation of the fund is more diversified,these developments have put forward higher requirements for the accounting system.Therefore,it is of great significance to study the current basic endowment insurance fund accounting system.This paper summarizes the relevant theoretical achievements of scholars at home and abroad,and uses the normative research method to study.Firstly,introduce the classification of the endowment insurance fund,the concept of the basic endowment insurance fund and the concept of the basic endowment insurance fund accounting.Then,this paper studies the theoretical conceptual framework of the basic endowment insurance fund accounting,discusses and defines its accounting objective,accounting assumptions,accounting elements,accounting information quality requirements and accounting basis,to lay the theoretical foundation for the specific accounting treatment and information disclosure.Secondly,the article introduces the development process of the basic endowment insurance fund accounting system,and analyzes accounting treatment of fund raising,spending,investment operation,and analyzes accounting information disclosure.Through the analysis,the following problems are found,claims and liabilities of the fund are not fully reflected in the table,individual account is not managed independently and its account processing is also not independent that lead to a large amount of "empty account",some business lack the corresponding accounting subjects,information disclosure is not sufficient and lack supervision,etc.These problems are not conducive to the realization of the basic endowment insurance fund accounting objectives,nor to fully meet the requirements of accounting information quality,this paper explores deep-seated reasons for these problems.Finally,the article puts forward the relevant improvement measures from four aspects: accounting basis,accounting subjects,accounting supervision and accounting information disclosure.About accounting basis,this paper puts forward the accounting treatment of the partial income and expenditure business and the entrusted investment business according to the accrual basis.About accounting subjects,this paper puts forward adding accounts receivable,accounts payable,pension payable,physical assets and so on.About accounting supervision,it is proposed to strengthen the accounting control and clear the main body of accounting supervision,and to speed up the construction of the system of accounting supervision.About accounting information disclosure,this paper proposes to strengthen the accounting information disclosure based on the establishment of information publicity system,to establish a standardized accounting information disclosure system,to keep improving the basic endowment insurance fund accounting system,to make a separate disclosure of the entrusted investment,to increase the disclosure of off-balance sheet information to improve the decisionmaking usefulness of information.
