Rural Payment Service Environment Construction In Ningxia

As the premise and basis for the development of rural finance,the rural payment environment system is an important support for the development of new rural economy.By Improving the rural payment environment system,not only the financial services in rural areas can be improved,but also the rural residents can enjoy the convenience of modern payment systemIn recent years,although the construction of rural payment environment has made some progresses with the help from central and local authorities,the liquidation payment infrastructure is still less developed.In some remote areas,banks are too few,cash is still the main instrument for settlement,non-cash payment instruments are not frequently used.All of these are constraints of the economic development in rural areas,so improving the construction of rural payment environment extremely urgent.This paper mainly discuss how to improve the rural payment environment construction.With employing the Says Law,the theory of public goods,demand and supply theory,the author tries to analyze the government led,market driven mobile payment mode based on the construction of rural environments and its advantages and disadvantages,opportunities and risks,by using SWOT to construct matrix and proposing for the implementation of growth strategy,the reverse strategy,defensive strategy.This paper brings out concept of improving the rural payment system security from a strategic perspective.According to the research,this paper gets the conclusion that the construction of rural environment faces some risks,non-cash payment tools are unpopular in rural areas,and comprehensive supervision and management measures in place,financial consumer protection and other issues need to be strengthened.This paper provides measures to tackle those mentioned problems such as constructing a comprehensive evaluation system,providing reasonable layout of ATM services,strengthening staff training and propaganda,increasing innovation.At the same time,this paper proposes the establishment of six security mechanism,namely: to strengthen and promote the construction of rural payment service environment of multi sectoral cooperation mechanism,to improve the rural payment service environment construction of incentive mechanism,to protect the rights and interests of consumers in rural areas,to increase the non-ash payment and settlement tool innovative mechanism,to form a multi linkage mechanism,to establish a variety of risk budgeting model of service mechanism.These measures will lay a foundation to improve the rural payment environment system in Ningxia.
