A Study On Patent Licensing Network Of Provinces Along The Belt And Road In China

In order to deeply understand technology diffusion status and problems of the provinces along the Belt and Road,and thus to build cross-regional technology diffusion policies to enhance China's overall competitiveness and influence of science and technology,this paper studies Chinese patent licensing record data in 2015,analyzes the centrality and influence domain of these provinces in the whole network by using the social network analysis method within the scope of regional development and technology diffusion.What is more,this paper draws external patent licensing network map,inter-provincial patent licensing network map,national independent innovation demonstration zone node cities patent licensing network topologies and patent licensing network map between the central region and provinces along the Belt and Road to explore the structural characteristics of the patent licensing network and calculates patent licensing technical fields according to the out-degree and in-degree.The study finds that provinces along the Belt and Road present"periphery-core" distribution in the patent licensing network.The current external patent licensing geographical structure and strategic positioning is inconsistent.The provincial patent licensing link among "the Belt" is weak,while the provincial patent licensing link is more closely.Guangdong,Zhejiang and Shanghai also actually form technical alliance relationships.Intermediary effect of the central region and leading and radiation effects of the national independent innovation demonstration zone node cities need to be strengthened in the patent licensing network.In addition,each province has its own technology comparative advantages.To this end,this paper proposes to establish a technology alliance among provinces along the Belt and Road,make full use of the "internet + patent licensing"form to expand international technology diffusion,implement differentiated technology diffusion strategies,better play the intermediary role of the central region in cross-regional technology diffusion,strive to improve national independent innovation demonstration zone node cities' leading and radiation effects and other policy recommendations.
