Research On Rural Land Circulation In Yong’an City

Since ancient times,agriculture has a very important position in our country,land is the basis of agricultural production activities,which directly affect the scale of agricultural production and agricultural production quality.As a result,China continues to increase the intensity of the new rural construction,the "three rural issues" as the key issues in the development of the country.Whether the land problem can be properly disposed of is directly related to the quality of the construction of new countryside in our country,even to the great cause of national rejuvenation.Yongan is a relatively high proportion of agricultural population,the area has a higher land transfer needs,but also has a strong representation.Compared with other regions,there is still a big gap in the land transfer in Yongan.At present,the city of Yongan in the work of rural land circulation,facing some difficult problems,the reason behind the in-depth study of these issues,proposed targeted countermeasures and suggestions,for other parts of the country to carry out the work of rural land circulation to provide the beneficial reference.This paper took Yongan city as the research object,firstly expounded the related theories of rural land circulation,followed by the analysis of present situation of rural land circulation in Yongan City,and it was pointed out that the existing rural land circulation problem in Yongan City,mainly in the following aspects:land transfer security,lacked of legal transfer of land per unit area,delay,benefit was not obvious.Land market and service system construction of farmers’ rights and interests could not be guaranteed,the land circulation behavior was not standard enough.On the basis of analyzing the rural land circulation in Yongan City,the causes of the problems,mainly including:to publicize and implement the policy in place,land ownership was not clear,lacked of supervision subject vacancy,perfected laws and regulations,land transfer mechanism was not perfect.Finally,put forward some countermeasures to promote the rural land circulation in Yongan City:established and perfected related laws to promote rural land circulation standardization,strengthen the rural labor employment and re construction of the rural social security system construction,land transfer platform,orderly transferred of agricultural land to increase policy support to strengthen the supervision and management of the rural land circulation.
