In recent years,the downward pressure is increasing, the adjustment of industrial structure is difficult to effect, together with foreign banks and Internet finance, the domestic traditional commercial banks are facing an unprecedented operating pressure on the transition. Commercial banks need to improve their competitiveness,the merits and demerits of performance appraisal system reflect the strength of commercial banks'competitive strength. In order to enhance management, attract high-quality personnel,improve the competitiveness of the same industry, commercial banks take more attention to the performance management.There are many defects in the current performance evaluation system of commercial banks, such as the neglect of non-financial factors assessment indicators , assessment guide is not clear and the use of the assessment results are not scientific. Meanwhile, we also research on the performance evaluation system of commercial bank background department. The Center of Controling Operational risk of shouldering business operation risk management responsibilities, in the special period of financial sector risk prone, its importance is particularly prominent, but the current performance evaluation system of the Department in the actual operation of poor performance. After detailed analysis, we found some defects the center of the existing performance appraisal system,such as assessment system is imperfect, the assessment guide is not unified and the implementation of the assessment is not standardized. In order to meet the needs of the development of business,we need to optimize the existing performance appraisal system of the center.In this paper,according to the characteristics of the center's staff positions and performance appraisal status, overall planning. in the process of designing the control system optimization center performance evaluation, development of assessment indicators mainly uses the key performance assessment,target management and 360 degree performance appraisal method, overcome the shortcomings of the existing performance appraisal based on the maximum excitation efficiency evaluation. At the same time,according to the experience of the domestic commercial bank outstanding background department performance appraisal, the introduction of such as hierarchical classification assessment, additional assessment indicators and democratively appraise innovation model,to further enhance the flexibility of the assessment guide. Finally, the performance evaluation system of control center is designed, and the implementation method is given.
