Research For The NCMS Fund Operation Efficiency Of Henan Province Based On DEA

The new type of rural cooperative medical system(NCMS)is an important part of the basic medical insurance system in China.It cooperates with the basic medical insurance forurban staff and the basic medical insurance for urban residents to form the basic medical insurance system.Since the introduction of the "New Medical Reform Program" in 2009 to the end of 2015,NCMS in Henan province had been showed a good upward trend,there were 82.8506 million people attending NCMS and the participation rate was up to 99.12%.NCMS insurance fund was raised according to the relevant policies to implement NCMS.The fund raising,overall management and compensation are the important parts of the implementation of NCMS,which would influence the stability and persistence of NCMS.Analysis and evaluation of the fund operating efficiency of different regions and finding out the reasons for low efficiency could further improve NCMS in Henan.This paper introduces the current situation of the implementation of NCMS in Henan province,which consists of the fund raising,overall management and compensation,and analyzes the problems existing in the operation of NCMS in Henan province.Then according to the theory of fund and efficiency evaluation,the paper chooses the VRS and Malmquist Model in the nonparametric method,DEA in the frontier analysis method.Based on the output orient,this paper selects 24 countries in Henan province as the samples to analyze the efficiency of NCMS from 2013 to 2015,and puts forward constructive suggestions to improve the efficiency of the fund according to the analysis results and existing problems.The conclusions of this paper are as follows:First,the new rural cooperative fund in Henan province is running well.The average annual technical efficiency is above 75%and increasing year by year.The efficiency of NCMS fund in the north is generally better than that in the central and southern regions.The technical efficiency of the central region is the growing fastest.Although the southern region has improved in three years,but still less than the efficiency in the north.Second,the low-tech efficiency in the southern part of Henan province is mainly due to the low efficiency of pure technology,that is,the output is relatively unsatisfactory in the case of equal input,so that the funds cannot fully play a role.And the scale of the overall decline in the state,indicating that the scale is too large.In contrast,the returns of scale of central region increased,suggesting that these sample counties should increase the size of the new rural cooperative medical fund.Third,the increasing amount of the scale of remuneration decreases and the decreasing amount of the scale of remuneration increases year by year from 2013 to 2015 in the ineffective areas of Henan province.This trend indicates that the investment of the new rural cooperative fund in Henan has been increasing.But the lack of a relatively effective model of the operation of the fund needs to be improved.Finally,the amount of money invested is not directly proportional to the level of technical efficiency,such as Xinmi(DMU11)in central region invested the most,but its technical efficiency is 0.581 in 2013,0.766 in 2014,0.856 in 2015,increased year by year,but the score is not the highest.In contrast,the amount of investment in Huaxian(DMU5)in northern Henan is at low level,but it can achieve the efficient operation of the fund.
