Energy Cooperation Between China And Kazakhstan Under The Background Of The "The Belt And Road"

On September 7,2013,President Xi Jinping proposed an idea to build "the Belt and Road" in Kazakhstan,which is China's major strategic deployment to achieve full expansion of the building and build a new international political and economic order out of today's complex and ever-changing international geopolitical economy pattern.China is now in the period of the full realization of modernization and building a moderately prosperous society,energy issues become an important constraint in achieving sustained high-speed development,.China's current energy situation is grim,energy security is still outstanding.Energy problem is also the focus of "the Belt and Road","the Belt and Road" strategy create the conditions for China to cooperation with the country along the road in energy.In the countries along the road,Kazakhstan,the hub of Central Asia,and border with China's territory,is the main object of China's energy cooperation.With the proposing of "the Belt and Road" strategic,China and Kazakhstan energy cooperation ushered in a golden opportunity.The economic structure and development strategy of the two countries are highly complementary and have great potential for cooperation in the traditional oil and gas resources,green clean energy,infrastructure construction and so on.However,due to Kazakhstan's unique geographical advantages,Kazakhstan has become the focus of of all countries in the world,the China and Kazakhstan energy cooperation is facing he competition of interests of relevant countries and regions,which will bring risks to the cooperation between China and Kazakhstan.Therefore,it is of great practical significance to strengthen the research on energy cooperation between China and Kazakhstan in the process of "one way" strategy.It is of great practical significance to grasp Kazakhstan's strategic considerations and potential risks in the construction of "the Belt and Road" strategy.This paper mainly discusses from five parts.In the first part,this paper describes the energy status of China and Kazakhstan,including energy reserves,utilization,energy policy and the problems in using the energy.In the second part,this paper mainly shows that China and Kazakhstan's energy cooperation has a good condition,embodied in the two countries the same economic development strategy,energy cooperation is material,policies and regulations,the basis of funding platform support,which is Kazakhstan's energy cooperation provides a good realistic basis.The third part is the focus of the article,specifically on the cooperation between China and Kazakhstan in the field of energy analysis,in addition to the traditional oil and gas resources to discuss the cooperation,but also stressed the two countries in the field of clean energy cooperation potential.We can get the conclusion that the two countries have the cooperation in a broad field,and they can strengthen the exchange in a number of segments.In addition to the good side,we should also pay attention to the existing problems.The fourth part of the thesis analyzes the problems existing in the cooperation between China and Kazakhstan from the four aspects of politics,economy,society and technology by using PEST analysis.Finally,in the fifth part,the paper puts forward some suggestions on how to improve the cooperation between China and Kazakhstan in the field of strategic concept,national level and enterprise level.
