Study On The Rural Construction Land Controlling Lines In The Integration Of Multiple Plans

At present,the spatial planning system in our country is still not perfect.There are contradictions and conflicts in the control of construction land.With the development of “the integration of multiple plans” in the province,city(county),it has become a consensus.As the most grassroot government,it has remarkable conflicts and faces specific interest subjects.Town-level "multi-regulation" research is obvious neglected.Therefore,in urban and rural development and promote the new urbanization process,concerned about the township level village construction to "multi-regulation" conflict and control line delineation,has a strong practical significance and theoretical value.This study relies on the research project of " the integration of multiple plans " pilot project of Shandong Province,which is based on the pilot project of compiling and implementing the policy of compiling and implementing policies of township land and soil in Shandong province.This paper establishes the logical framework of "problem discovery-theory support-conflict analysis-system construction-method discussion-empirical analysis" through the research practice of two typical townships,focusing on the village construction land difference analysis method,construction land control line system construction,control line delineation method three core content to carry out research.First of all,through the current " the integration of multiple plans " theory,methods and practice," the multiple plans " construction land control content and means of combing the summary,the existing research on the " the integration of multiple plans " understanding of the four dimensions: clarify the boundaries,strengthen management and protection,simplify procedures,enhance the comprehensive
