Study On The Development Policy Of Modern Agriculture In Bayan County

Premier Li Keqiang in March 5,2017 at the five session of the National People's Congress on the government work report stressed that in 2017 to improve the policy of strengthening agriculture and benefiting farmers,strengthen the construction of modern agriculture,deepen rural reform.2017 "central document" and made clear: the optimization of industrial structure to promote agricultural products,quality and efficiency,bigger and stronger competitive industries,and further optimize the layout of agricultural areas,actively develop the appropriate scale of operation,modern agricultural industrial park construction,strengthen the scientific and technological innovation driven,leading to accelerate the development of modern agriculture.The development of modern agriculture is the basic way of building a “resource-saving,environment-friendly society”,the development of modern agriculture and to guarantee the interests of farmers depend highly on the government,cannot leave the support of policy.The scientific and reasonable policy system can change the basis for the allocation of resources under the conditions of limited resources,public policy system is an important guarantee to promote the flow of resources to agriculture.Therefore,the full analysis of perfecting public policy influence on the development of modern agriculture,can give full play to the public policy guiding role to the development of modern agriculture.This paper starts from the basic theory of public policy,based on the advanced experience of foreign countries,combined with modern agricultural policy experience of domestic policy measures proposed increase policy enforcement,perfecting the policy supervision mechanism,improve the policy evaluation system to promote the development of modern agriculture in Bayan County.
