Cato Institute is one of the top ten domestic affairs Think Tanks in the United States,based on the Research of the Think Tanks and Civil Societies Program at the University of Pennsylvania,which plays an important role in widespread areas of American society.The most special characteristic of Cato Institute,which is different from other top Think tanks in the United States,is its Libertarianism idea.And due to this idea that cuts across the traditional political border of the United States,Cato Institute is able to make itself unique.Cato Institute has grown from a small policy research organization to a top Think Tank in the United States since it came into being.The success of this organization not only depends on the times of opportunity and great managerial strategies,but also on the Libertarianism idea.The development of American politics since the 21 st century,especially since the financial crisis of 2008,has already shown the rapid rise of the Libertarianism idea as a new political thought in the United States.Therefore the rapid rise of the Libertarianism idea is also the base of Cato Institute's success.This dissertation will focuses on the Cato Institute,discussing the development of this institute and the theory sources of its Libertarianism idea,and how Cato Institute applied this idea into political agendas,then became the top Think Tank in the United States? Through this research,we may understand the ideas of American modern Think Tanks and the development of American politics more deeply.This dissertation is divided into three chapters except for the introduction and the epilogue.The first chapter will introduce the origin,growth,organization,and the nature of the influence of Cato Institute.The Second chapter will research the development of the Libertarianism idea in the United States from the angles of theory sources and epoch backgrounds.Then analyze the impact this idea had on Cato Institute.The last chapter is a case study,through the reform of American social security system since the late 1970 s,and the lawsuits against Obamacare in the United States since 2010,explaining how Cato Institute put its Libertarianism idea into practice in order to influence government decisions? What are the effects or consequences of Cato Institute's activities? Then we will discuss the characters and limits of the Libertarianism idea,and its role in the rise of Cato Institute further.
