Water conservancy and hydropower project has the characteristics of large scale,large investment,long construction period,large impact and related professional types and so on.It is a very complex and has significant impact.In the process of construction of water conservancy and hydropower engineering,we are inevitably relates to many aspects of the decision making problem,such as the construction scheme selection,construction diversion scheme decision-making,hydropower station optimization scheduling decision-making,site selection,concrete pouring scheme selection and so on.And it is because of the importance of water conservancy and hydropower projects,so that when we in the face of these problems,the need to use scientific approach to decision-making is extremely rigorous.These decision-making problems are essentially multiple attribute decision-making problems.In the decision-making process,many factors are difficult to use accurate numerical description,because it contains a lot of ambiguity,influencing factors include both quantitative and qualitative factors,which make the construction of water conservancy projects in the decisionmaking problems are difficult to describe in an intuitive way.This paper conducted the deep research in group decision making process under fuzzy environment and proposed a method that using the interval 2-tuple linguistic approach to build expert opinion of the multiple attribute group decision making.In the process of determining the weight of attribute,the weight of the criteria is determined by the comprehensive consideration of the subjective weight r and the objective weight of the evaluation criteria.And use VIKOR method to sort the alternatives.The VIKOR method has the advantages in getting the compromised solutions.Finally,an example analysis of the construction of water conservancy and hydropower engineering is given to illustrate the effectiveness and practicability of the proposed method.Meanwhile,it also provides a scientific and feasible method for the construction of large complex projects.
