According to United Nations organizations, the trend of population aging is no longer as stable as in the past.Almost in any country, the aging population is quite serious and the elderly population has increased by two to three percent.Especially in developed countries, the elderly population is basically accounted for 15%of the total number. The United Nations predicts that the number of older people in the world will be as high as 20%by 2030 and is expected to grow to 30%by 2050.The sixth national census shows that the aging of our population is further exacerbated. The difficulty of raising the pension premium and the supply of the pension is increasing, that is,the old age pension income and expenditure imbalance is increasing.China hopes to implement the policy of increasing the retirement age of employees to reduce the pressure on pension funds to pay. However,in China's policy of delaying the retirement age of employees, the number of retired staff has not increased, but the number of people who have advanced retirement is increasing. The current pension mechanism,in the delayed retirement, has not been able to play a stimulating role, but there is a reverse incentive. This article shows that only 14.51%of male workers and 9.27%of female workers have opted for delayed retirement through the 2011 1001 questionnaire survey of China's Health and Elderly Pension Tracking Survey(CHARLS)in 2013 and 2014 follow-up surveys. In this paper, the regression rate was positively correlated with the pension replacement rate at the significant level of 10%.When the title variable was introduced, the results showed a significant negative correlation Related. After replacing the delayed retirement variable with the actual retirement age variable, the results show that the actual retirement age is not related to the pension replacement rate. The empirical analysis of this paper shows that,in the case of other control variables, the pension replacement rate for workers who choose to retire is reduced by 15.2%.Among them, male workers delayed retirement and pension replacement rate is not significant, and female workers delayed retirement will reduce the replacement rate to a greater extent. This shows that today's basic pension security system failed to encourage workers to delay retirement, but it encourages workers to have early retirement. The results reflect that the postponement of retirement does not meet the individual wishes and decision-making of the workers, and the current basic old-age security system has not been able to achieve the goal of encouraging the postponement of earning pension, and the policy of delaying retirement is difficult to implement.
