The Influence Of "VAT Pilot Reform" About Information Service Industry Development

Pilot in some area and industries accumulating reform experience,and then gradually expanding the pilot area,and finally the entire industry in the national implementation of the reform,"VAT pilot reform" take this gradual approach to reform.Information services industry belonging to the first implementation of the"VAT pilot reform",study the effect of tax reform to the development of the industry,will help smoothly promote the "VAT pilot reform" of the industry and promote the industry grow healthy.There are few existing literatures on the "VAT pilot reform" of the information service industry,and most of the existing researches are mainly based on the policy analysis.The empirical research on the "VAT pilot reform" in this industry is almost nonexistent.In view of this,this article to take the method of empirical analysis to explore the "VAT pilot reform" on the impact of the development of information services.This paper takes the listed companies as an example,uses the DID method to carry on the empirical analysis from the four aspects of "VAT pilot reform" to the information service enterprise:capital and the labor input,the operation ability,the profitability,the economic efficiency influence.This reform has brought about different influences on state-owned enterprises and non-state-owned enterprises in further empirical research.The result shows that,due to the characteristics of the information service industry,the industry reduces the input ratio of fixed assets after the reform and increases the ratio of intangible assets.And because of the substitution effect of VAT deduction is greater than the income effect,the enterprise reduce labor input.The reform has improved the operational capacity of the industry,the profitability of enterprises have a significant role in promoting,and ultimately to promote its economic efficiency,and promote the healthy development of information services.Further research on the nature of the enterprise shows that the reform has a significant role in promoting the development of the non-state-owned enterprises in the industry.Owned enterprises,because of the existence of soft budget constraints and the lack of ability to respond to policy changes,the reform has actually fallen into a disadvantage.The innovation of this paper lies in the novelty of the topic.At present,there are few literatures about the "VAT pilot reform" of information service industry.The literature of more comprehensive empirical analysis is more difficult to find,this paper makes up the gap in this field.In the same way,there are some shortcomings in this paper.The number of listed companies in the information service industry is not large because of the long period of implementation of the "VAT pilot reform",resulting in less empirical data.
