Research On A University Scientific Fund Audit

Our country began to implement the strategy of rejuvenating the country through science and education Since the mid-90 s.Thus,science,technology and education were attached great importance by the government at all levels as the focus of national development.Colleges and universities are responsible for the major responsibilities and mission in various research and experimental development as an important part of national science and technology and education system.Since 2011,the government have issued a system and method related to research funding management,with the scientific research funding management reform to further deepen,the audit of scientific research funding also need higher requirements.At present,China's universities generally face the problem that the scientific research fund management system and the rapid growth of science and technology investment are not suited.There are still many problems in the audit of scientific research funds.How to construct a scientific and effective audit system of scientific research funds and improve the spending efficiency of scientific research funds,so as to promote scientific and technological innovation and s progress.Which is an important problem that needs to be solved urgently in the future management of scientific research funds.This thesis chooses the audit of scientific research funding in A university as a case analysis.First of all,it has defined the scope of scientific research funding audit in colleges and universities,analyzed the practice of some developed countries,and then analyzed the current situation and the existing problems of the management and auditing of scientific research funds by taking A university as a case.We found that A university research funding audit currently has the following five questions: First,the scientific research funding audit system and practice norms are not complete,the second is the lack of scientific research funding audit,the third is The combination of the audit of scientific research funding and the management of scientific research project funding need to be improved,the fourth is the audit work methods do not meet the requirements of the information era.Fifth,the audit results are not open and not effectively used.In order to solve the problems,this article provide the following countermeasures for the reform and improvement of the audit of A university scientific research funding from the audit perspective: First,improving the standardization of the audit system.Second,optimizing the existing organizational structure to enhance the audit ability.Third,combining scientific research arrangements with audit tasks and work.Fourth,using information technology to innovate the way of scientific research funding audit work;Fifth,make full use of the audit results to enhance the management efficiency of scientific research funds,this paper puts forward these measures that can help colleges and universities to improve the efficiency of the audit to achieve effective management of scientific research funding.
