A Study On Land Transfer Policy From The Perspective Of Supply Side Reform In Heilongjiang Province

"Much starker choices-and graver consequences-in planning put forward the development goals,agricultural modernization" in 2020,significant progress was made in the national agricultural modernization,to effectively ensure national food security,the system of supply of agricultural products quality and efficiency improved significantly,the agricultural international competitiveness.To deepen the implementation of the rural land approval and flow concentration is the realization of agricultural modernization drive.Experts in the industry,with the rapid development of industrialization urbanization and propulsion,comply with the wishes of farmers' reserves the right to contract land,land circulation management,promote the formation of the land scale management,so as to finally realize the agricultural modernization.Since the third plenary session of the eighteenth,land circulation to achieve good operating both opportunities and challenges.In the current period into the comprehensive construction well-off society and economic development in our country under the new normal,and better to delegate to promote land circulation is the inevitable requirement to realize agricultural modernization in Heilongjiang province.Research in Heilongjiang province from the perspective of supply side structural reforms,by defining the supply side structural reform and land transfer concept,analyzes the relationship between structural reform and agricultural land circulation supply side,expounds the property right theory,land rent theory,scale management theory and resource allocation theory by expounding the general situation and characteristics of land;the circulation of Heilongjiang Province,reveals the land transfer tax policy enforcement is low,the financial policy,the conflicts between the government support policy ineffective implementation and other issues,and summed up the causes of the problem from three aspects of economy,society and nature.Based on the analysis of the United States,Chile and Jiangxi Province,Jilin Province,Liaoning province and other domestic and international experience,summed up the policy to protect farmers' land rights,the implementation of the policy should follow the market rules,mechanism and policy effect to meet the demand of ecological and social implications.From fiscal policy,financial policy,government support policies on the black land transfer in Longjiang province and put forward some policy suggestions,including the establishment of a sound fiscal policy of land circulation filing system,support the development of the land stock cooperation,set up a special fund to support the transfer of land;financial policy and financial support for agriculture including coverage,flexible adjustment of agriculture credit period,strengthen the legal system of land build and perfect modern agricultural insurance system;government support policies including perfecting the system of land transfer market,construction land circulation service platform,improve the rural social security system.
