Study On The Imbalance Of Pension Insurance For Urban Employees In Heilongjiang Province

China’s pension insurance system after twenty years of development,the endowment insurance system reform is very significant,the adjustment mechanism of science has gradually improved,expanding the coverage of pension insurance,pension benefits and gradually increase the level of the situation with Chinese Tongzhang combining the endowment insurance system has gradually formed.Gradually formed a mature fund-raising mechanism in different ways,not only to ensure the basic living standards of retirees,but also laid the foundation for the establishment of a sound and comprehensive social security system.However,due to economic,political,social,cultural and other factors,there is an imbalance in the development of urban workers’ pension insurance.Although the level of pension insurance for enterprise retirees has been continuously adjusted,many problems such as imbalance in the treatment of pension benefits and unbalanced development are particularly evident.The adjustment of endowment insurance treatment level is not normalized and standardized,and the treatment level of urban workers’ old-age insurance is out of balance.Therefore,pay attention to the study of the old-age insurance treatment level of urban workers,and make the old-age insurance treatment level reach a balance,which has practical and practical significance.There are many articles to study the differences of endowment insurance system in China,but there are few articles on the overall imbalance of the urban workers’ pension insurance treatment.This paper put this as an innovation,according to the social security theory,starting from the social security science,management science and sociology and other aspects of point of view,using qualitative methods such as system analysis status of Heilongjiang province urban workers pension insurance benefits the formation of problems and treatment.This paper argues that,should adhere to the balance of pension benefits for urban workers,the level of the principle of state responsibility and the law of the market principle,the level of social security and the level of economic development of the principle of fairness,mainly taking into account the principle of efficiency and social members share the economic growth results principle.Finally,put forward some practical suggestions,make the endowment insurance system reform of the endowment insurance system of multi pillar development institutions and steadily,make the enterprise supplementary pension insurance system development and gradually increase the financial investment losses,so as to balance the town employee pension insurance benefits.Through the analysis of Heilongjiang Province,the level of pension benefits,the formation of the endowment insurance system and the level of pension benefits adjustment mechanism more complete,allowing reasonable differences of both efficiency and fairness,have great impact on the development of China’s social security system.
