Since the reform and opening up,in order to achieve rapid growth and accelerate the realization of the need for industrial restructuring,China has used resources and labor advantages to participate in international division of labor.After thirty years of rapid growth,China has been becoming the world's second largest economy country after the United States.During this period,industrial clusters have played a significant role.The industrial cluster can effectively reduce the transaction costs of enterprises,encourage enterprises to innovation,enable enterprises to obtain external economy more rapidly,and accelerate the growth of regional economic competitiveness;industrial cluster has become an important form of economic development at the present stage in China.China's industrial clusters have obvious characteristics of government leading,and government investment plays an important role in the formation of industrial clusters.This is because,in our government governance which highly decentralized,regional and provincial competition has become driving force of the rapid growth of China's system,provincial and regional government based on the strong demands of economic development,taking into account the industrial cluster can promote the industrialization level and urbanization level quickly,to solve problems of employment,The local government showed industrial clusters and industrial agglomeration preference consistently,local government directly accelerated the flow and effective allocation of production factors in space under the supports of investment,policy,and had promoted the formation of regional industrial clusters.The development of industrial clusters has become an important force to promote China's regional economic development and enhance regional economic competitiveness.However,government-led mode had accelerated the formation of industrial clusters,also had made our industrial clusters showing human characteristics,which deviation from the cost savings,economies of scale and the deepening of labor division of the internal mechanism of industrial clusters.And with China's extensive growth mode and irrational industrial structure,lead to a lot of problems in the formation of industrial clusters in China,affect the efficiency of the industrial cluster and its role in the whole national economy,The government-led industrial clusters,which are not generated by the internal mechanism,even bring negative effects on economic development.In this context,it is of great theoretical and practical significance to thoroughly study and objectively evaluate the problems of the industrial clusters,which are led and invested by the government.The thesis consists of an introduction,four chapters and a conclusion.the first part is the introduction,introduces the research background and significance,research status and research methods at home and abroad.The second part is the main part of the thesis.The first chapter introduces related theory of government investment and industrial cluster.The second chapter analyzes the present situation of our government investment in industrial clusters.This part introduces the development process of China's industrial clusters and the role of government investment in China's industrial clusters,mainly analysis the causes of these problems from the perspective of government investment.The third chapter is the empirical analysis of the impact of industrial clusters from the perspective of government investment.The content includes introduction of measurement of industrial cluster,empirical analysis as well as empirical results and discussion.The fourth chapter summarizes the full text,and puts forward some suggestions.
