With the economic development and changes in population composition,China in the 20 th century has entered the aging population of society.China's elderly population is not only large base,and the emergence of aging,empty nest of the characteristics and trends,to our country to bring a very large pension pressure.At the same time,along with the continuous economic growth,social and cultural development,people's ideological progress,as well as the introduction of national pension-related policies,pension agencies are constantly accepted,which old-age apartment pension way has been known and recognized.The innovative mode and mechanism of the pension institutions will become an urgent need to solve the problem of the development of the aged institutions in China.Public-private partnership(PPP)is a kind of cooperation mechanism of benefit sharing and risk sharing which public and private sector provides public goods and services.Compared with the traditional way of providing public goods,PPP mode can combine the advantages of public and private sector,and solve the problems of investment,technology and management in public goods and service supply.Therefore,this paper attempts to introduce the PPP model into the construction and operation of the old apartments in our country,so as to solve the problems of the current service supply projects and the low quality of service in our elderly apartments.In this paper,through the study of domestic and foreign scholars,master the connotation and type and characteristics of PPP model,to understand the concept and type of old apartment,at the same time,because PPP specific mode of operation,and have their advantages and disadvantages,The specific mode of operation of the apartment is analyzed and compared with the actual development situation and the existing problems of the old apartments in China.It is considered that the BOT model is the most suitable mode of operation for the old apartments,which not only conforms to the large scale,Low rate of public welfare,and is the most used mode of operation in PPP old-age apartments.Therefore,this paper studies the construction and operation of BOT old-age apartment projects.As the BOT old apartment project public and private cooperation is not only reflected in the financing,but throughout the old apartment building and operation of the whole process,but because of our current BOT model is in the initial stage of development,BOT old apartment building and operating system is not standardized and perfect Therefore,this paper attempts to construct a complete BOT old apartment building and operation system,BOT old apartment construction and operation system is divided into preparation,construction,operation and transfer of four stages,and the specific analysis of each stage of the public and private sector Duty,in order to promote the BOT old apartment project in the public and private departments to carry out their duties,establish a good relationship of cooperation.Then,this paper chooses Boganshan Yaojiayu Ecological Pension Center as an actual case to analyze the feasibility of BOT old apartment,and sums up the experience and shortcomings.Finally,it summarizes the problems existing in the PPP old houses in our country and finds a solution.We hope to provide some practical reference for the development of PPP old apartments in China.
