A Case Study Of Land Expropriation Issue At Wulian County Of Shandong Province

China has a large population but a small amount of land.With the continuous change of economic development modes comes an increasing demand of land,however,the way of land acquisition hasn't been reformed fundamentally,which makes the contradiction between land acquisition and socioeconomic development more predominating.The disharmony between land acquisition and market economy is gradually exposed.Every year,the government acquires possession of a considerable amount of land from the farmers who have to leave their home land and the number of landless farmers is increasing rapidly.Due to the defects of the existing land acquisition mechanism,more famers go to the higher authorities to appeal for help,which becomes a factor of disharmony to the land management or even to the economic and social construction.In the progress of socialist market economy,it is the common heartfelt wish from the mass of farmers that they shall be compensated in equal value of their land from the acquisition.therefore,the specialized study of problems arising from land acquisition is of significance.Theoretically,based upon the situation of our country,the province and local area,and learning from the civilized manner of developed countries,the the problems arising from land acquisition in recent years in Wulian County are studied,and well-thought-out suggestions are given to improve the land acquisition policy of the county.Theoretical foundation is built based on the results of the study for solving the problems arising from land acquisition in the county.With experience drawn upon from this point,China's theoretical study of problems arising from land acquisition will be promoted in a scientific,systematic and all-around way.Practically,the study of problems arising from land acquisition in Wulian County goes along with the national economic development.It is beneficial to combing out the train of thoughts for making the policy of land acquisition.With the help of this study,the social stability can be enhanced and the fast and harmonious development of economy and society can be ensured.The aim of this paper is to do investigation and study by doing questionnaire survey,case study and tabular analysis.It is found from the analysis that in the course of land acquisition in Wulian County there are problems such as unreasonable and low compensation standard,rising contradictions produced during acquisition as well as demolishing and loss of land resources.The causes of these problems are various,both the regulatory issues,but also the reasons for government management.Through in-depth analysis,obtains the Wulian county land expropriation compensation standard is low,the current land expropriation compensation system is not perfect,the process of land expropriation of land rights,low transparency,the range is too wide,the regulatory mechanism is not perfect,these are the main causes of the problem of land expropriation in Wulian county.Based on solving the actual problem of land expropriation in Wulian County,combined with the domestic and foreign land research theory and individual land acquisition work practice,put forward a scientific definition of "public interest" concept,perfect the procedure of land expropriation and compensation mechanisms,establish and improve the land allocation of five countermeasures to improve the problem of land expropriation of land resources supervision optimization and supervision mechanism,to Wulian county land development suggestions.
