At present,China’s real estate prices continued to rise,real estate regulation and control policies continue to force to control the price increase,but the reality of the regulatory effect is not ideal.Many scholars focus on the effect of the real estate regulation and control policy,but the research field of vision is more concentrated in the first tier cities and second tier cities,and little attention has been paid to the regulation of county real estate.In the process of urbanization,as a combination of urban and rural areas,the counties should be the most active areas.The development of small towns attracting farmers into the nearest employment,it can reduce the big city’s population pressure and improve urban diseases problems.The development of real estate industry can drive the rise of a large number of industries;it can not only solve the employment problems,but also make the government gets a lot of financial funds through the transfer of state-owned land to support the development of new urbanization.Now,like a raging fire of new urbanization of county region,county real estate market is rising rapidly,and housing prices rose substantially.Some county government leaders believe that the real estate regulation is a matter of big cities,and small cities don’t have to concern.But the real estate regulation policy target is China’s real estate market.The real estate market in small city if not been controlled,it will be like that in big city after a few years.That can’t wait until the price rose to people in the heavy burden when it is to control the house price.This paper breaks through the research limitations of the original real estate regulation policies,and observes the effect of the real estate regulation policies from the county.First,sort out the domestic and foreign related studies on new urbanization and real estate regulation policies;and then put forward the theoretical basis of this paper;then analyze the evolution of all kinds of Chinese important real estate regulation policies from 1998 to 2016,and introduce some foreign policies of real estate regulation;next take Xi County as an example to analyze the current situation,problems and reasons of regulation effects of real estate policies;finally gives the countermeasures and suggestions to enhance the effect of regulation.In this paper,the methods of research are case analysis,investigation and research,literature induction,comprehensive analysis.Through the investigation and study it handed the relevant first-hand information on the urbanization of Xi County,and the information of regulatory policy implementation.The use of literature inductive method combed the relevant research about the urbanization and the real estate policies at home and abroad,and analyzed the evolution of the real estate regulation policies in the last 19 years,studying the law of policy evolution.The case analysis method is mainly applied to the analysis of the effect of the real estate regulation policies in Xi County and the analysis of the corresponding problems.The comprehensive analysis method is mainly used in the cause analysis and the corresponding countermeasures and suggestions.
