| As the One Belt And One Road core area of Fujian province,the construction and the supply of public goods is in a low level,popularizing the PPP mode will be conducive to the government of Fujian province in the aspect of development planning,market regulation,public service functions,the efficiency of capital management and technology innovation,also can alleviate the pressure of the fiscal expenditure,and improve the overall use of fiscal funds performance.But how to effectively encourage social capital to participate in public infrastructure construction,is a key problem urgently to be solved in the PPP model.Through the methods of reading literature at home and abroad,field investigation,expert consultation and so on,it will sum the getting government incentives up in 4 dimensions and 24 index which is about the government administration,the government financial support,laws and regulations and the government value-added project.Secondly,according to the four dimensions and 24 index and reference to Likert 5 scale we design questionnaire,issue questionnaires and get survey data,then through using SPSS software checkout reliability and validity of the questionnaire sample.Analysis results show that the questionnaire has good reliability and validity.Importing the data of SPSS software into Amos,then fitting and optimizing incentive mechanism model of the government,eventually we get better fitting model.And the results of model analysis,the study results show that the influence of value-added project dimension of building of the government incentive mechanism is greatest,but the dimension in laws and regulations,economic support,the government administrative decreases influence on building government incentive mechanism.In project value dimension,the most important factor is the price adjustment.In the laws and regulations dimension,the most important factor is a reasonable risk sharing;In the economic dimension,is the most important factor is preferential tax breaks;In the government administrative dimension,the most important factor is the reasonable government regulation.Through the study of the subject it can broaden financing channels of the infrastructure PPP project,can provide some theoretical help of the current fund shortage problem which is urgently need to be addressed,can provide theoretical basis and reference value for government decision-making. |
